Duties
Duties described below reflect the full performance level GS-11. Duties assigned to an entry grade of GS-09 will be developmental in nature.
Evaluates internal policies, procedures, controls, and work outputs to ensure compliance with Department of Defense (DoD) payment policies and directives.
Monitors and evaluates financial systems support to ensure compliance, internal controls, and optimal operating procedures.
Develops standard work processes to enhance detection and correction of errors, uniformity of procedures, and improvement of the organization's productivity.
Monitors reports and data flow to identify material weaknesses in operation both in the local site and in sites to which work may be transitioned or transitioning.
Researches and resolves operational and procedural problems encountered during daily operations including analysis of interactive systems.
Requirements

- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07 for GS-09 applicants and GS-09 for GS-11 applicants) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience for the GS-09 level is defined as: performing financial management data analysis, creating recommendations for business process improvements, and monitoring reports to identify material weaknesses in operations.
Specialized experience for the GS-11 level is defined as: applying standard methods of data information collection and analysis to determine the efficiency of financial systems in an organization; assessing the adequacy of systems support based on applicable organizational policies, regulations, directives and optimal operating procedures; and participating in the development of system change requests.
Time-in-Grade for GS-09: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-07 or higher grade in Federal Service.
Time-in-Grade for GS-11: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
GS-09 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
