About the Position: Serves as a Human Resources Specialist performing position management to assigned organization under various personnel systems.
Duties
Research staffing regulations and procedures such as Title 5 Code of Federal Regulations (CFR) and the Office of Personnel Management (OPM) Operating Manuals to provide regulatory guidance to customers.
Advise management, supervisors and employees on a wide range of civilian personnel management issues, practices and policies.
Process and code the full range of personnel actions using an automated system such as Defense Civilian Personnel Data System (DCPDS).
To include pay, benefits, hiring, work schedule changes, terminations, name changes, change in duty status, veterans' preference status, and realignment actions assuring appropriate codes and remarks.
Utilize an Automated Stopper and Referral System to input and retrieve priority placement information, register, and place employees in outplacement programs.
Apply the functionality of various Civilian Personnel automated staffing programs, such as EMPres, DCPDS, FASCLASS, ASARS and USA STAFFING.
Requirements
- One year trial/probationary period may be required.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: one year of specialized experience equivalent to the GS-11 level in the Federal service which includes: utilizing federal civilian human resources policies and procedures to independently advise leadership and management on strategic and workforce planning. Analyze and recommend solutions to resolve federal civilian human resources issues on recruitment methods and strategies; and advise on federal civilian position classification.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
