This Senior Analyst (Data Analysis) position is located in GAO's Forensic Audits and Investigative Service (FAIS) team. FAIS is a specialized unit that conducts forensic audits and investigations of fraud, waste, and abuse. Duties
As a Senior Analyst (Data Analysis), you will serve as an individual program analyst on a research team. You will perform the full range of duties in support of GAO studies in response to requests from congressional committees, subcommittees, and those mandated by public laws and committee reports. Through the application of data analytics (including data mining and matching), you will be responsible for identifying potential areas of fraud, waste, and abuse to show the effect of inefficient or inadequate controls, as well as demonstrate how data analytics can be employed as part of a program's fraud risk management.
Specifically, you will:
Provide advice to engagement teams on the scope of data analysis, how data should be collected, and analytic software to support engagement objectives, design, data collection and analysis, message development, and report writing.
Identify patterns, trends, outliers, and correlations that may be indicators of fraudulent activities to contribute to primary data collection and analysis.
Create and analyze multiple data sets from government and commercial sources to develop databases in SAS, Python or equivalent programs.
Perform electronic data testing to assess accuracy and reliability of data.
Generate output files and reports from databases and prepares documentation of analyses methods and interpretation of results to meet relevant GAO documentation standards.
Lead a sub-portion of the engagement related to the data analysis or serves as the Analyst-in-Charge on the engagement team.
Qualifications
You must have at least one year (52 weeks) of specialized experience at the next lower band/level, equivalent to the GS-12/PE-1/PT-2 grade level in the Federal service or comparable private or public sector, independently programming in data analysis software applications - such as SAS or Python - to create, manage, and analyze large complex data files; providing advice and guidance on data reliability or quality; and documenting analyses and interpreting results.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
