The incumbent of this position manages engagement teams & oversees the completion of work designed to evaluate the effectiveness & efficiency of govt. programs & operations. The Assistant Director (AD) manages all aspects of assigned engagements or projects & serves as an expert specialist. Audit work performed is in support of GAO engagements requiring access to classified information. The AD supervises all team members to ensure productivity & efficiency of the management of federal agencies.

Duties

The primary purpose of the Assistant Director (AD) position is to manage GAO engagement teams and oversee the completion of GAO engagements designed to evaluate the effectiveness and efficiency of government programs and operations. The AD manages all aspects of assigned engagements or projects and serves as an expert specialist. Audit work performed is in support of GAO engagements requiring access to classified information. The AD supervises all team members to ensure productivity and efficiency of the management of federal agencies. Major Duties & Responsibilities Manages multiple, highly complex and/or sensitive engagements based on requests from congressional committees and mandates written into legislation, resolutions, and committee reports. Provides vision, direction, and focus to the assigned audit team members to align audit and evaluation work to accomplish GAO strategic goals and ensure that the work product is ready for presentation to the client upon completion. Ensures soundness of engagement design and the effective utilization of assigned staff within and across units. Defines work framework for ensuring compliance with Generally Accepted Government Auditing Standards (GAGAS). Defines work in terms of measurable or observable outcomes. Identifies key issues related to significant savings, improvements, or benefits. Works to achieve results in support of key efforts identified in GAO's strategic plan. Anticipates information needs of external parties and facilitates making this information readily available. Utilizes negotiation skills to work with agency officials to obtain access to the information needed to conduct thorough, timely audits. Develops and monitors the process for planning engagements or projects using planning tools such as EAGLE, design matrix, and project planning software, and contributes to the improvement of operations through advanced use of technology. Provides others with advice on methods and procedures and serves as a quality assurance point for final products. Maintains accountability by advising higher-level management of progress or problems. Directs, manages, and supervises team members. Assigns work to team members based on work priorities and difficulty of assignments. Plans and schedules ongoing work. Sets and adjusts short-term priorities and prepares schedules for completion of work. Adjusts work assignments within assigned audit teams to accommodate resource allocation decisions made at higher echelons. Evaluates and documents work performance of team members. Hears and resolves team members' complaints. Effects disciplinary measures, such as warnings and reprimands, documenting observations and recommending other action in more serious cases. Refers unresolved grievances or more serious complaints to higher-level management. Identifies training and developmental needs of team members and provides or makes provisions for training as required by performance expectations. Coaches staff in skills development, oversees individual development activities, and provides opportunities to develop increased capabilities through a variety of projects and assignments. Performs other duties as assigned.

Requirements

Qualifications

Must be a full-time or part-time GAO employee on a permanent appointment. In addition, applicants must have at least one year (52 weeks) of specialized experience, equivalent to at least the next lower band level (PE-IIB, PA-II, PT-III, or MS-I), that demonstrates substantive knowledge of GAO's programs and activities, its mission, policies, objectives, management principles and processes; and the ability to manage staff, and independently analyze and evaluate the effectiveness of administrative services and staff resources. The 52 weeks of specialized experience described above must be completed by the closing date of this announcement.
