GAO supports the Congress in meeting its constitutional responsibilities to legislate, appropriate, and oversee the Federal government for the benefit of the American people. GAO, commonly referred to as the investigative arm of Congress, or the congressional watchdog, is independent and nonpartisan. GAO assists Congress in making informed decisions by providing information on policy and program issues, as well as by providing recommendations to make government more effective and responsive.
Duties
As aSenior Analyst (Data Analysis), PE, 0347, 22, your typical work assignments may include the following:
-Serves as the Analyst-in-Charge (AIC) on the engagement team or leads a portion of the engagement related to the analysis of large or otherwise complex data.
-Applies insight, experience, and judgment in planning and managing analytical aspects of work to maximize team effectiveness.
-Provides a high level of technical or subject matter leadership to a full range of engagements involving sophisticated methodological or analytical work.
-Recognizes and leverages members' knowledge, skills and abilities; consistently provides appropriate direction, guidance, and opportunities; and motivates and teaches others to achieve high-quality results in a timely manner.
-Provides constructive input and promotes and supports organizational policies and change efforts after related decisions are made.
-Advises and assists engagement teams in determining the scope of data analysis, how data should be collected, and analytic software to support engagement objectives, design, data collection and analysis, message development, and report writing.
-Ensures-for self or in guiding and directing others-the development of complex queries and analyses of multivariate data sets from government and commercial sources to develop highly effective databases in applications such as SAS.
-Leads the analytical design and concepts used in the identification of patterns, trends, outliers, and correlations that may be indicators of fraudulent activities to contribute to primary data collection and analysis.
-Ensures that output files and final reports from databases as well as documentation of analyses methods, data reliability tests, and interpretation of results meet relevant GAO (e.g., EAGLE, GAGAS) and professional data analysis standards.
-Ensures, for self or in guiding and directing others, completion of electronic data testing to assess accuracy and reliability of the data by submitting programs for verification and peer review or by conducting reviews and verification of programs done by others.
-Evaluates and analyzes findings to discern complex and nuanced interrelationships and decides on thoroughness of information to be used in the report and guides others in doing so.
-Develops or guides and directs others in the development of findings, recommendations, and GAO products that provide factual and analytical information in a clear, balanced, and supportable manner.
-Leverages and shares knowledge across the organization, effectively advising engagement teams on the use of technical approaches and analytical resources.
-Serves as a coach and mentor to FAIS Analysts.
-Performs other duties as assigned.
Qualifications
Band IIB
Must be a full-time or part-time GAO employee on a permanent appointment. In addition, employees must have a minimum of 52 weeks of GAO experience, equivalent to at least the next lower band level (PE-IIA, PT-II, PT-III, PA-II, MS-I) in a position focused on conducting research, quantitative and qualitative analysis, or program evaluations by May 5, 2024 (effective date of promotions).
