Duties
Responsible for the overall management, control and execution of the ANG family readiness and support programs. The incumbent is responsible for managing the coordination and accomplishment of the planning, scope, development, design and direction of the family readiness and support programs. Incumbent applies knowledge of management principles, applicable laws, regulations and National Guard Bureau (NGB) guidance to family readiness and support programs. Provides guidance to the ANG Wing leadership in the development and implementation of a family readiness and support program and provides family readiness assistance at the GSUs. Analyzes current Family program support for Wing Families and determines where there are gaps in service or support. Where gaps exist, develops and manages programs that support Wing Families. Monitors the success of implemented programs and makes adjustments as needed. Conducts projects and studies using a variety of analytical techniques in order to document needs and concerns in regards to family readiness and well being. Provides continuous analysis of the effectiveness and efficiency of the products and services by gathering, interpreting, analyzing, and staying abreast of the principles, policies, program goals and methodology of the National Guard quality of life programs. Based on the results documented, the incumbent develops solutions to issues, and develops and provides recommendations to senior leadership which impact substantially on the manner in which the family programs are carried out and to the implementation of program improvements identified. Provides plans for an efficient resource management program and maximum support of service delivery. Plans include supported projections of long-term family readiness and support plans and resource needs to wing level trends and directives. Analyzes Wing/GSU family readiness and support budget functions and provide recommendations to resolve existing or forecasted shortages. Provides advice and assistance to accommodate family needs during full or partial unit mobilizations and to alleviate concern of unit members about family welfare in the event of mobilization. Provides full services during full or partial federal or state mobilizations, call-ups, and/or military support missions. Provides plans that maximize readiness and support resources for unit family member assistance during day-to-day operations and especially for Aerospace Expeditionary Force (AEF) deployments and full or partial unit mobilizations. Assesses, identifies, and determines Wing/GSU family issues, trends, needs, program priorities, and program effectiveness through utilization of appropriate research methods and resources. Analyzes ongoing family Wing/GSU services evaluation program and provides recommendations to resolve problems of overlap, duplication or conflict and to ensure effective goals and objectives are accomplished. Identifies family issues that require exploration, development, and resolutions, and determines appropriate methods and resources. Uses formal and informal needs assessment to ensure long term proactive/reactive programs are available. Analyzes ongoing family Wing/GSU services evaluation program and provides recommendations to resolve problems of overlap, duplication, or conflict and to ensure effective goals and objectives are accomplished. Products developed through analyses and assessments are used to support and sustain ANG Family Readiness and support to National Guard Bureau, US Air Force MAJCOM Family Matter, and Office of Secretary of Defense taskers. Identifies and categorizes volunteer capabilities, assets and training requirements. Works with the JFHQ-ST Family Program Director (SFPD) to identify and develop training options to the unit family volunteer community. Enhances and maximizes the volunteer capability to support the program with active volunteer services. Develops a record system to track available volunteers for base family activities, particular services, and specialty expertise. Tracks and records volunteer hours and other volunteer related data for trend analysis and recognition purposes. Identifies and maintains current listings of professional volunteer literature and training materials for the orientation for current and new volunteers. Analyzes needs of the volunteer workforce and identifies volunteer requirements. Coordinates information for seminars, conferences, and orientation workshops as appropriate for family members and volunteers. Conducts briefings and training for family members and volunteers. Attends conferences, workshops, and meetings on quality of life and family readiness and support issues for purpose of receiving information as directed. Attends staff meetings monthly or as required to report on family readiness and support program status and concerns, as well as special upcoming programs and events. Performs other duties as assigned.

- APPOINTMENT FACTORS: T5 Excepted Service appointment in the Alaska National Guard.
- INDEFINITE: Indefinite employees may be separated with a 30 day notice OR may be converted to permanent without further competition.
- If a permanent technician with the AKNG is selected for an indefinite position which crosses service boundaries or funding categories (i.e., AKARNG to AKANG or vice versa, or JBER to Eielson, or T32 to T5), the appointment will be "Indefinite".
- Incumbent is subject to termination due to loss or reduction in funding for this position.
- Must be able to obtain and maintain the appropriate security clearance of the position.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Qualifications
GS-11 - Must have at least 1 year equivalent to at least GS-9. Some examples of experience include; Responsible for the development, implementation, and supervision of the AGR recruitment and placement program and policies for the state. Responsible for administration of the performance and evaluation programs. Serves as principal advisor to the Human Resources Officer, Chief of Staff, Adjutant General, commanders, supervisors and managers on all matters relating to AGR personnel. Drafts and provides input to state personnel plans and procedures that apply to AGR personnel based on interpretation of regulations and directives from Departments of Army, Air Force, and National Guard Bureau (NGB). Coordinates program policy with NGB. Monitors utilization of AGR members, monitors unit organizations and reorganizations and directs changes to staffing guide/manning documents as required. Prepares and conducts supervisor training and AGR updates. Conducts research and formulates AGR policies and regulations. Responsible for all personnel and pay actions as pertains to the AGR program, etc.

Education - A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

EXPERIENCE REQUIREMENTS:

-Board knowledge of, and skill in applying a wide range of human resources (HR) military concepts, practices, Title 10 United States Code (USC) and 32 USC laws, NGB, Army and Air Force regulations, philosophies, structures, policies and precedents sufficient to provide state level comprehensive HR management advisory and technical services in its day-to-day operations of the full-time support program for title 32 AGR's and Active Duty Special Work (ADSW's) or Title 10 personnel assigned to the State. These programs include recruitment and placement, classification, employee relations, equal employment opportunity, etc.) for the purpose of interacting and resolving issues. Some techniques used to support those recommendations include information regarding troop structure, position, military occupational skills (MOS) qualification and other factors that support soldier's readiness.
-Practical knowledge of Title 5 HR rules, practices, laws, and regulations regarding military member's rights to technician benefits that may be due as a former technician or civil service employee due to the mix-of-the-force policy and to coordinate with technician Human Resources Specialists.
--Knowledge and skill of consensus building, negotiating, coalition building, and conflict resolution techniques to interact in emotional situations.
-Ability to communicate both orally and in writing sufficient to develop and present organizational and position analyses to management to gain acceptance and understanding. Some methods to accomplish this are staff reports, varying written tools, oral presentations and standard correspondence to managers and supervisors to assist with soldier and unit readiness. This in turn supports the overall readiness of the organization. The incumbent is the sole technical expert regarding military recruitment/placement, benefits, position management, military human resources management and the military program within the organization.
