About the Position: This SUPERVISORY PROGRAM ANALYST position is assigned to PEO C3T, Project Manager Integrated Enterprise Network, located in FORT BELVOIR, VA.
Duties
Provides acquisition life-cycle support, program analysis, project management (including cost analysis, risk analysis, schedule analysis), strategic planning, and continuous performance improvement for an assigned portfolio of programs.
Develops, maintains, and coordinates a responsive financial management program to assure availability of resources to meet established milestones and events.
Evaluates programs which are extremely complex; have significant international implications to assess the overall program effectiveness and provide advice/recommendations for improvement to the PEO or PM.
Defends PM financial programs to ensure approval by higher headquarters.
Performs the full range of administrative and technical supervisory duties.
Plans work to be accomplished, providing overall goals and objectives.
Assigns work based on priorities and employees technical expertise.
Evaluates completed work. Evaluates and makes formal appraisal of work, giving advice and counsel to employees on both work and administrative matters.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management Practitioner Certification within 60 months of entry on duty.
- This position is a Critical Acquisition Position (CAP) and requires a 3-year tenure agreement.
- This position requires the incumbent to possess 4 years of Acquisition experience.
- A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing ALL of the following duties: 1) Planning and executing acquisition life-cycle support, program analysis, project management, and continuous performance improvement based on the Defense Acquisition System; 2) Managing cost, schedule and performance requirements to meet programmatic milestones for the development, acquisition, fielding and sustainment of systems; 3) Advising HQ-level officials on matters related to the acquisition, fielding and sustainment of supplies and, services; and, 4) Managing a workforce based on organizational goals, budget considerations, and staffing needs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (NH-03 or GS-13).
