Duties
As a Equal Employment Specialist at the NH-0260-3 some of your typical work assignments may include:
Serves as the Senior EO Specialist/Affirmative Employment Manager. Serves as the primary preparer of the Agency's MD-715 (Annual Equal Employment Opportunity Program Status Report).
Assists the Director of EO in establishing a framework to address current Equal Employment Opportunity and diversity issues of interest. Manages statistics by conducting barrier analyses on workforce demographics; to include, career, development, awards, separation, schedule A, and hiring/ promotions. Monitor and track the Agency's Model Equal Employment Opportunity's accomplishments and program deficiencies.
Provides operational direction for MDA's Special Emphasis Program (SEPs) including Federal Women's, Hispanic, and Black Employment Programs. Serves as Hispanic Employment Program Manager and Federal Women's Program Manager and serve as an advisor to the EO Director and management officials in matters affecting the employment and advancement of women and minorities.
Develop and ensure that policies, procedures, practices are not creating barriers for Agency's employees; to include women and minorities.
Executes the Equal Employment Opportunity complaints program, to include mediation and counseling. Ensures program compliance with DoD and Federal Equal Employment Opportunity laws and regulations.
Benchmarks organizational practices in both the public and private sectors to determine the best approach for integrating affirmative employment laws, regulations, and policies.
Responsible for all complaint related reporting requirements such as: costs associated with each phase of Equal Employment Opportunity complaints processing, average processing days, resolution rate, etc. Acts as the focal point for addressing any/all written or oral, inquiries coming into the office regarding complaint status from OSD, Equal Employment Opportunity Commission, Congressional representatives, and complainants and their representatives.

Qualifications
You may qualify at the NH-03/GS-13 if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the NH-02/11grade level in the Federal service:.
Knowledge of the principles and concepts of EEO/EO, and a thorough knowledge of relevant legal principles and laws governing EEO/EO and cultural diversity programs in order to provide advice and assistance to the agency on Federal and DoD policies and practices affecting functional EEO and diversity programs.
Knowledge of management and administrative principles in order to apply skills in fact finding, analyzing, problem solving to evaluate narrative and statistical EEO work force profile data and provide meaningful barrier analysis.
Knowledge of social, economic, and political forces impacting upon the EEO/Affirmative Action program, Federal Women's Program, Hispanic Employment Program, and other special recruiting programs in order to establish operational direction for these strategic diversity programs.
Knowledge of Diversity Management concepts, recruitment planning, and complaint counseling in order to informally resolve individual complaints or problems.
Knowledge of oral and written communication skills, to include consultation, in order to provide advice, resolve issues, and train the workforce in EO/EEO.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
