Duties
Serves as a functional expert for all aspects of military pay automated finance systems and analyzes systems interrelationships and effectiveness.
Provides advice to functional managers regarding automated military pay financial systems capabilities, constraints, internal controls, data exchange, and output products.
Leads and participates in the development of functional requirements and system design specifications.
Ensures that internal controls built into the automated military payroll systems are operating properly and are in compliance with Federal and DoD systems security requirements.
Validates functional requirements documentation to ensure compliance with existing statutes and DoD functional policy.
Responsibilities include developing, coordinating, and completing system change request proposals to ensure standard systems application DoD wide legislative, migratory, and enhancement.
Evaluates total system performance with emphasis on software operations.
Recommends and implements changes in procedures and software to enhance the efficiency and effectiveness of the automated military pay systems.

Qualifications
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.

To be hired at the GS-12 entry grade level, applicants must minimally have:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as performing financial systems analysis in support of financial management principles as they relate to automated military pay operations and systems processing; applying system testing and evaluation principles, practices and procedures; and ability to research and analyze military pay directives and regulations to assess their impact on current and planned systems operations.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
