The primary purpose of this position is to: To provide a military operations analyst, course director and/or instructor in support of formal training programs for conventional military operations subjects in a formal training environment for a specific group of courses assigned to the unit/school.
Duties
Plans, organizes, conducts, and directs assigned projects in support of the Special Tactics Current Operations formal training function.
Instructs students through assigned blocks of formal training for advanced technician courses involving field level military special tactics military operations subjects.
Monitors, evaluates, and records student progress and performance.
Maintains professional and technical expertise.

- Work may require occasional travel away from the normal duty station on military or commercial aircraft to support the mission. Work may include travel within and outside the continental United States (CONUS).
- May be required to work rotating shifts, irregular hours, and be subject to recall to support unscheduled weather requirements at any time.
- The employee must obtain and maintain a secret clearance as a condition of employment.
- Prior experience with instructional systems development, curriculum development, and instructional experience are highly desirable when recruiting for this position.
- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
- The work may require the employee to drive a motor vehicle or pilot watercraft. An appropriate, valid driver’s/ operator’s license may be required for the position.
- The employee must meet and maintain appropriate physical standards as a condition of employment, verified through an agency approved physical examination.
- Work experience as a Static Line and Military Freefall Jumpmaster qualifications IAW AFI 11-410 is highly desired.
- Incumbent must be qualified in the use of required weapons, as the incumbent may be required to use firearms in performing duties.

This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
Due to a high degree of impact on operational ST forces, a minimum of 8 years of CCT/PJ/SOWT/TACP experience is highly desired. Prior experience in Special Operations (Army Special Forces, Army Ranger, Navy Seal, MARSOC) is highly desired when recruiting for this position.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program Series, GS-301
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes in-depth knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of
constructive training programs in support of personnel readiness to conduct major military operations such as war, mobilization, deployment, exercise, Special Operations, command and control, or similar operations; in-depth knowledge of the various command entities involved in overall planning and execution of military operations and evaluations and the ability to convey advanced concepts and implement technical procedures in support of operational- level command and control formal training unit operations; knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluation of the same.

EDUCATION: Completed a Ph.D. or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a Ph.D. degree or Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, and have at least three years of progressively higher-level graduate education but have not obtained a Ph.D. or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge and application of AF military operations or aircrew expertise as it applies to assigned programs, operations, weapon systems, and personnel readiness in support of major military operations such as war, mobilization, deployment, exercise, ISR, Special Operations, command and control, rescue, or similar operations.
Knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluation of the same.
Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of training programs.
Ability to develop course materials and instructional methods, principles, and techniques in order to develop and instruct on self-contained training courses, obtain training resources and assess overall effectiveness in meeting established training requirements.
Skill to communicate effectively both orally and in writing as an instructor and course developer at a formal training school.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
