About the Position: Serves as Program Manager at the Guam Forward Element, Installation Management Command - Pacific (IMCOM-Pacific) Garrison. This is a TERM position not to exceed 13 months, but may be extended up to a maximum of 8 years. This position may be made permanent without further competition. (See additional information for more details).

Duties

Provides professional advice and assistance to Guam Forward staff on all matters related to operations, activities, and services. Exercises managerial authority over all functions carried out by the Guam Forward on the installation. Plans, directs, manages and coordinates Guam Forward operations: Maintains managerial surveillance over all Guam Forward operations and activities to ensure efficiency and effectiveness, staff coordination and mission accomplishment. Directs the development and review of plans, programs, policies and procedures required to execute Guam Forward-wide activities. Exercises the full range of delegated personnel management responsibilities for the Guam Forward staff.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The employee must obtain and maintain a Secret security clearance.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450.
  • This is a centrally managed position. Incumbent may be subject to rotational assignments based on needs of the command.
  • This position may be designated as Mission Essential. Position may be designated as Mission Essential in order to perform essential duties defined as critical and essential regardless of weather conditions, emergency situations, or general dismissal.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience GS-15: One year of experience which includes experience 1) overseeing the execution of military installation programs to include planning, resourcing, policies and procedures; AND 2) advising on the implementation of new strategic directions for military installation operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
