You will serve as a PROGRAM MANAGER (UTILITIES AND ENERGY MANAGEMENT) in the Public Works Directorate of NAVAL FACILITIES ENG COMMAND MARIANAS.
This position is subject to Cost of Living Allowance (COLA) & Non-Foreign Post Differential (NFPD) currently set at 12.04% and 12.96%, respectively. COLA and NFPD are subject to change without notice.
Duties
You will oversee the management of utility billing allocation (CIRCUITS, MAXIMO) and associated Information Technology (IT) systems.
You will analyze utility trends and propose remedial actions and provide detailed utility related data including consumption and costs, to both internal and external customers.
You will provide oversight and management of Utility Information technology integration.
You will resolve financial problems and provides leadership and guidance as needed.
You will be responsible for the manpower and equipment utilization studies for the express purpose of reducing operating costs or improving the overall efficiency or response of the Utilities and Energy Branch.
You will audit-inspection programs and elevate matters concerning management and operations relative to the Utilities and Energy Branch Area Development Plan (ADP).
You will develop budget execution plan and provide recommendations and/or monitoring budget execution to ensure planned expenditures are accomplished in accordance with financial goals and objectives.
You will be responsible for providing Performance Assessment for utility meter reading and billing tally work performed by contractors.
You will develop performance standards and plans for subordinates and advise, counsel, and instructions to employees on both technical and administrative matters.
You will set and adjust work priorities and prepare and monitor schedules for work completion.

- This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
- If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing guidance on utilities and energy program management; implementing facility engineering policies and procedures; and assisting in the development of operational requirements and funding requirements.
