Duties
You will serve as an Assistant Program Manager, Engineering (APM-E) assigned to the Office of the Chief Engineer (5.0) of the Naval Information Warfare Systems Command (NAVWAR).
You will be responsible for the overall planning, coordination, and management of the system-of-systems engineering process to deliver a fully integrated and test Commerical-of-the-Shelf Capability for mission areas.
You will be responsible for technical planning, requirements management, configuration, management, technical assessments, decision analysis, risk management, interface management, and technical data management.
You will be the primary technical liaison to other PMW's to ensure seamless end-to-end systems integration.
You will develop plans and recommendations for the implementation of Systems Engineering for advanced concepts across the MPT/E mission areas.
You will support the development of the MPT/E roadmap, develop capability insertion opportunities, perform systems analysis, and provide input into funding requirements development/assessment to sponsor engineering activities.
You will be embedded in the MyNavyHR IT Solutions Portfolio at Program Executive Office for Manpower, Logistics and Business Solutions (PEO MLB).

- This is a Cyberspace Workforce position, work role code ENGINEER/SCIENTIST, proficiency level basic the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

- The salary range shown above represents all of the positions within the pay band, including higher responsibility positions.
- Based on the responsibilities of this position (Tier-3), the total adjusted salary may be capped equivalent to GS-14, Step 07 (Arlington, VA/Washington, DC currently $167,012) or (New Orleans, LA/Rest of U.S. currently $146,639).
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
0801/1550: The incumbent must have expert level knowledge of Cyber Security policies and products, and Defensive Cyber Operations to include demonstrated experience conducting capabilities-based studies/assessments and Analyses of Alternatives (AoA) in the development of Cyber Security capabilities. In addition, the incumbent must have demonstrated knowledge of Modeling and Simulation (M&S), Model Based Systems Engineering (MBSE), Department of Defense Architecture Framework (DODAF) and Scaled Agile Framework (SAFe) tools, methods, architecture model development.
2210: The incumbent must have expert level knowledge of Cyber Security policies and products, and Defensive Cyber Operations to include demonstrated experience conducting capabilities-based studies/assessments and Analyses of Alternatives (AoA) in the development of Cyber Security capabilities. In addition, the incumbent must have demonstrated knowledge of Modeling and Simulation (M&S), Model Based Systems Engineering (MBSE), Department of Defense Architecture Framework (DODAF) and Scaled Agile Framework (SAFe) tools, methods, architecture model development. Your experience must also reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.

Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
0801: A. Degree: Engineering. To be acceptable, the program must:
(1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET:
OR
(2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT) 1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) 2 examination or any other written test required for professional.
1550: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
