This position is Executive Director for Surface Ship Maintenance, Modernization and Sustainment. SEA 21 is the dedicated life cycle management organization for the Navy's in-service surface ships and is responsible for managing critical modernization, maintenance, training and inactivation programs. SEA 21 provides wholeness by ensuring surface ships are modernized with the latest technologies and remain mission relevant throughout each ship's service life.
Duties
You will be responsible for the day-to-day programmatic, technical direction, and supervision of the design, sustainment, maintenance, CNO availability planning and execution, and modernization of assigned assets and systems.
You will initiate, plan and direct implementation of complex, varied SEA 21/CNRMC management and program strategies. Ensuring efforts are consistent with DoD, DON, and Congressional goals, objectives, and requirements.
You will interpret DoD and DON guidance and determine the impact on the Team Ships programs.
You will provide leadership in setting engineering and program management policy and strategic direction related to assigned program areas.
You will lead and integrate planning, policy, acquisition, lifecycle management, research and development, and technical insertion of existing and future surface training systems.
You will provide program guidance, management, supervision, and direction to subordinate Executive Director, Navy Regional Maintenance Center, a Senior Executive Service (SES), nine Directors.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.

MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.)
1. Knowledge and experience with project management and acquisition lifecycle management, sustainment, and maintenance/repairs of complex and integrated systems and ships.
2. Knowledge of resource programing, budgeting, and managing large organizations within the Department of Defense (DoD) planning programming budgeting and execution process.
3. Knowledge of and experience with acquisition and business strategies and how they drive Industry.
4. Experience with fleet customers to establish fiscal and technical requirements for efficient and effective execution of ship maintenance.
5. Experience in maintenance operations that shows knowledge of policy development, mission direction, program execution, and evaluation of business and financial activities.

Education

For 0801 Professional Engineering Series:
A. Degree: Engineering. Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by
ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
(I) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; or
(II) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or
(III) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A; or
(IV) Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
