Organizational Location: This position is located in the Department of Homeland Security, Immigration and Customs Enforcement, Office of the Chief Financial Officer, Office of Budget and Program Performance in Washington, District of Columbia. This is a bargaining unit position that it is not currently covered by a bargaining unit agreement.

Duties

As a Budget Analyst, at the full performance level, you will perform the following duties: Analyzing and assessing matters with budgetary, funding, and/or policy implications for ICE programs and activities and provide recommendations for budgetary adjustments to support unanticipated changes in program operations and/or funding; Conducting training on budget processes, procedures, requirements, etc.; Apportioning funding and distribute obligation limitation among the ICE programs in accordance with any relevant authorization laws, appropriations acts, continuing appropriations resolutions, and any other applicable laws; Allocating funds based on an analysis of activity budget estimates, historical expenditures, projected workload, and approved funding to individual activities; and Presenting program budget briefings to senior officials, in order to disseminate up-to-date budget data.

You qualify for the GS-14 grade level if you possess one (1) year of specialized experience equivalent to the GS-13 grade level in the federal service, performing duties such as: Developing and rendering authoritative interpretations of the Executive Orders, Office of Management and Budget guidelines and directives, policies, and precedents; Applying budget execution processes, procedures, and regulations for a major program; Developing apportionments and allocating funds based on fiscal policies; Applying processes used to fund Interagency Agreements (IAA); and Performing a variety of administrative and analytical duties for the review, justification, and presentation of budgets, and providing budget execution briefings to senior officials.
