This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.
You will serve as an Assistant Program Manager (APM) in the Frigate Program Office (PMS 515) of the Program Executive Office Unmanned and Small Combatants (PEO USC).
Duties
You will lead execution of tasking and provide technical advice for Systems Engineering efforts for the Frigate hull, mechanical and electrical systems, engineering control, ship design, and cybersecurity for new construction of Frigate class ships.
You will serve as Lead of a team responsible for liaison with industry prime contractors, shipbuilders, and NAVSEA Ship Design Managers.
You will routinely travel to the shipbuilder, serving as the lead onsite PMS 515 Technical Branch representative in collaborative engagements
toward design completion and refinement.
You will review engineering requirements and design products to ensure the integration of various sub-systems meet operational and readiness requirements.
You will develop and negotiate solutions to ship system problems identified during design, construction, and trials.
You will formulate, plan, direct and establish policies and procedures to assure effective integration and operation of all ship systems for the Frigate.
You will advise employees on technical matters to achieve organizational operational directives.
You will direct expert engineers/program managers to steer development of solutions for irregularities within programs.
You will support preparation of yearly budgets for support activities and manage execution of tasking in support of branch responsibilities.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-3 broadband level (GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a mastery of analytical and evaluative methods to provide technical advice and guidance for the systems engineering efforts for naval systems.
