About the Position: This position supports the United States Army Materiel Command and Life Cycle Management Command, responsible for managing internal management programs, support services, personnel program support, administrative services and providing support in the areas of systems, planning and procedures, reporting and quality.
Duties
Serves as a Program Advisory Specialist (HR) for the U.S. Army Medical Materiel Agency (USAMMA).
Guides hiring managers on merit system principles, prohibited personnel practices, and other approaches that may help in staffing and retention.
Advises management and employees on policies, directives, and other regulatory guidance.
Drafts permanent change of station (PCS) and Temporary Duty (TDY) orders alongside the Foreign Entitlements representative for USAMMA.
Reviews, verifies, and processes a variety of payroll data to include adjustments and corrections.
Creates status reports and/or correspondence involving personnel actions, travel orders, leave availability, missing timecards, and invalid transactions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Obtain and maintain a Secret Security Clearance.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes:1) Reviewing personnel data to recommend appropriate actions; 2) Providing advisory services for staffing requirements; AND 3) Utilizing human resources information systems to maintain data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
