You will serve as the Division Head of the Advanced Programs Division in the DITAC organization ofNAVAIRWARCENWPNDIV CHINA LAKE.
Duties
You will be uniquely positioned to influence the delivery of IT and Cybersecurity services to NAWCWD labs, ranges, and capabilities.
You will manage the resourcing, capacity planning, and performance management for government and contractor personnel embedded in labs and ranges.
You will work collaboratively with the CISO, CISSM, Command Enterprise Architect, DITAC Business Operations and mission area stakeholders to man, train and equip the division to meet enhanced operational capability throughout the Command.
You will serve as the strategic and tactical rudder for the cybersecurity authorization, system life-cycle sustainment and modernization, and monitoring and response staffing.
You will develop and maintain a roadmap for human capital strategy implementation to improve recruit pipelines, retention, workforce development, and succession planning specific to the IT/Cyber workforce with enhanced security requirements.

- This is a Cyberspace Workforce position, work role code 722, proficiency level intermediate. The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Conducting an on-going internal review of operations within the DITAC IA/CS environment to ensure compliance with computer security requirements and initiating action to correct noncompliance conditions
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Interacting with technical and competency leadership within and external to the organization and with core responsibility for development and execution of strategies related to knowledge retention, technical and leadership development of employees across multiple branches to include organizational knowledge retention, succession planning, and strategic planning.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Serving as a liaison for an organization and communicating technical information to diverse audiences.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Identifying issues and recommending changes to ensure InfoSec requirements are incorporated into design and/or specification packages.
In addition to my experience demonstrating the four competencies above, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-9/12) or pay band (NM-03) in the federal service or equivalent experience in the private or public sector. Specialized experience includes duties related to the following: 1) Creating technical drawings and reports; 2) Reviewing plans, designs, and acquisition documentation, and other requirements involving new technologies and/or updated hardware, communications networks, and software; 3) Leading a diverse group of highly technical individuals to complete projects related to network security and/or cyber security.
