Duties
The CHIPS Investments Division is looking for a Financial Analyst (Investmnt Analyst), ZA-II / Financial Analyst (Investmnt Principal), ZA-III who is excited to work with a new, evolving team!
As a new Financial Analyst (Investmnt Analyst), ZA-II / Financial Analyst (Investmnt Principal), ZA-III on our team, you will:
Financial Analyst ZA-1160-II (Investment Analyst GS-9/11 equivalent):
- Support due diligence, evaluation, structuring, negotiation, and execution of CHIPS grants and loans as part of Investment Office deal teams
- Synthesize inputs from financial, technical, and policy experts to develop application assessments
- Track and synthesize capital market trends and company level financial information to create ad hoc and company analyses
- Prepare briefing materials and present CHIPS program application assessments and investment recommendations to CHIPS Program Office leadership
- Engage with semiconductor company counterparts to gather information and understand the strategic value of proposed projects
- Contribute to CPO working groups to develop investment theses for semiconductor industry
- Implement CPO investment process work plans as part of a deal team
Financial Analyst ZA-1160-III (Investment Principal GS-12/13 equivalent):
- Plan, manage, and execute due diligence, evaluation, structuring, negotiation, and execution of CHIPS grants and loans as part of Investment Office deal teams
- Lead qualitative and quantitative technical analysis - including financial modeling - to assess CHIPS program applications
- Develop work plans for application assessment and regularly brief CHIPS Program Office leadership on progress
- Present CHIPS program application assessments and investment recommendations to CHIPS Program Office leadership
- Lead program working groups to develop semiconductor industry investment theses and support program policy development
- Engage with semiconductor company executives to gather information and provide feedback on CHIPS program application alignment

Qualifications
Individual Occupational Requirements
Education
Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
OR
Specialized Experience (for positions above GS-5): Experience such as performing financial analysis and evaluation work requiring a comprehensive knowledge of (1) corporate finance and any specialized fields of finance required such as public finance, securities, international finance, money and securities markets, investments, and banking, and (2) the financial and management structure, operations, and practices of corporate and other organizations.
ZA-1160-II (Investment Analyst GS-9/11 equivalent): In addition to the basic requirements, applicants must also have 1 year (52 weeks) of specialized experience equivalent to the GS-7 (ZA-I at NIST) level. Specialized Experience is defined as:
- Assisting with commercial financial analysis using spreadsheets, financial statements, and market research tools
- Reviewing financial and commercial terms of commercial proposals
- Drafting written assessments and briefing materials on commercial proposals
OR
Master's or equivalent graduate degree.
OR
2 full years of progressively higher level graduate education leading to such a degree.
OR
LL.B. or J.D., if related
OR
A combination of graduate education and specialized experience as defined in the additional requirements.
ZA-1160-III (Investment Principal GS-12/13 equivalent): In addition to the basic requirements, applicants must also have 1 year (52 weeks) of specialized experience equivalent to the GS-11 (ZA-II at NIST) level. Specialized Experience is defined as:
- Conducting due diligence, evaluation, structuring, negotiation, and execution of commercial proposals
- Conducting technical analysis and financial modeling of commercial proposals
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
