About the Position: Serve as the subject matter expert and point of contact within the Division for all real estate questions, conflicts, programs, and emergent issues. Note: Recruitment incentives, including student loan repayment, may be offered to highly qualified candidates. Position may be filled as a temporary appointment NTE 120 days. Temporary appointments may be extended up to a maximum of three (3) years.

Duties

Develop goals, plans, policies, and procedures to ensure funded real estate activities supporting Headquarters United States Army Corps of Engineers (HQUSACE) objectives and comply with Federal and State laws and regulations. Formulate and execute plans, policies, and procedures for command and control of real property activities within SPD. Serve as senior level technical expert for all real property on program work and ensures compliance within the division among its various districts and partners. Prepare senior-level, comprehensive staff reports and recommendations to the SPD Commander, district commanders, and others concerning real estate actions related to SPD. Develop and implement quality assurance techniques for real property actions to ensure compliance with appropriate policies, procedures, delegations and regulations. Review national, state and local actions, recommendations and requests and provides guidance consistent with agency goals on real estate funded programs and projects.

  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states
  • This is a Temporary position intended to last 120 days. A temporary position may be extended to a maximum of three years and may be terminated at any time during the duration of the appointment, depending upon the needs of management.

Specialized Experience: One year of specialized experience which includes oversight of non-federal sponsors for civil works projects, such as developing requirements, monitoring acquisition and crediting or reimbursements, certification of real estate for construction or review of authorization for entry, and develop new or revised policies for real estate programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Problem SolvingReal EstateWriting Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
