About the Position: Serve as the Real Estate lead on the Sacramento and San Francisco Civil Works District Support Teams that focus on accomplishing the Program Management and Quality Assurance missions of the Major Subordinate Command.

Duties
Provide staff level review and oversight over complex or controversial real property acquisition programs.
Coordinate efforts between three subordinate District real estate offices, which provide real estate services for four Districts.
Formulate Division policies and procedures and interprets policies of higher authority for application at the District level.
Review District actions, recommendations and requests, and provides guidance consistent with agency goals on acquisition programs and projects.
Review and approve the final audit of real estate records and permanent realty files prepared by District real estate offices.
Serve as consultant and technical advisor to supported activities, and other Federal and non-Federal agencies on acquisition activities, regulations, policies, laws, and precedents affecting real estate acquisition.
Make decisions that have a bearing on overall program effectiveness and often involve large monetary considerations or impact on large communities or regional markets.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

Specialized Experience: One year of specialized experience which includes developing goals, plans, policies, procedures for the Real Estate Program. Conducts internal control and quality assurance ensuring that civil works and military real property laws, regulations, policies and procedures for all Real Estate activities. Manage real estate functions such as real estate acquisition, design and construction, facilities management, real property disposal, utilization of space, safety and environmental management, and project management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
