Duties
The Payroll Specialist maintains the integrity of applicable records and ensures their accuracy during and after Payroll processing.
Makes adjustments and corrections in the accounting system to ensure costs are reported in the right appropriation or cost center.
Communicates all information regarding adjustments made to DCMA accounting personnel to avoid duplicate adjustments.
Payroll Specialist validates information in the accounting system, Defense Agency Initiative (DAI) and the Defense Civilian Pay System (DCPS).
Resolves complicated and controversial pay issues requiring the full application of analytical skills, knowledge of the DFAS pay system and Microsoft Excel application to identify discrepancies in specific pay issues for individual employee cases.
Serves as Team Leader over subordinates involved in the input and maintenance of obligation and accounting data in the accounting financial database systems.
Coordinates and maintains checklist of financial management components of the Managers’ Internal Control Program (MICP) Reviews and evaluates financial and administrative operations of subordinate organizations.
Ensures Payroll operations are compliant applicable Financial Improvement and Audit Readiness (FIAR) Guidance.
Serves as a facilitator for time and attendance training including the development and revision of criteria to assure the effectiveness of the Time and Attendance Training program.

Qualifications
To qualify for a Civilian Payroll Specialist, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Expert knowledge in using Defense Civilian Pay System (DCPS).
Expert knowledge in Microsoft Office Application Excel and PowerPoint.
Experience analyzing and reviewing payroll allowances, entitlements, regulations, policies and procedures.
Analyzes, reviews and interprets accounting/payroll reports.
High analytical skills in collecting data and analyzing information, problem-solving, and preparing presentations for leadership to make decisions.
Executes internal controls and discusses/trains employees/management on operational issues.
Experience in handling complex situations and the ability to multi- tasks.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
