This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The incumbent will serve as a Financial Systems Specialist at the G8-Resource Management Program and Budget Division in Fort Campbell, Kentucky.
Duties
Serve as a subject matter expert regarding travel entitlements and payments.
Ensure accuracy regarding financial operations such as the disbursement of funds.
Review travel card statements for unauthorized transactions and delinquencies.
Process travel claims for personnel using an automated travel system.
Provide customer service to personnel regarding payment resolution associated with travel credit cards.
Conduct analyses involving travel and transportation allowances of travelers to resolve current travel problems and to improve the system of reimbursements and allowances.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 USC, section 1599d.
- Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1. Provide guidance to personnel regarding travel regulations to ensure accurate travel claims are submitted for processing for disbursement of funds; 2. Create all lines of accounting throughout the organization to ensure funds are properly allotted and aligned; 3. Conduct studies pertaining to computerized financial and accounting systems to innovate new procedures to increase accuracy and efficiency of processing times for travel related vouchers; and 4. Review travel credit accounts for delinquency to initiate remedial action for personnel.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
