This position with USAFMCOM is located at Fort Campbell, KY.
This announcement will be used to fill positions with an entry grade of GS-12, or GS-11 with a target grade of GS-12.
Duties
Manages and directs the operations of Defense Military Pay Office (DMPO) which requires the development of policies and procedures unique to each command in an environment of constantly changing priorities and missions.
Analyze financial data and management information systems reports at all levels in support of the Planning, Programming, Budgeting and Execution System (PPBES) process.
Conducts analysis to determine the effectiveness of operations, compliance with established policies and procedures, reliability of records and reports, and validity of supporting documentation.
Develop statistical data that defines the problems and identifies the proper reporting requirements to include necessary system changes.
Exercises accountability/ leadership oversight of audits and operational reviews performed by the Internal Control and Quality Review units to ensure correct execution of DoD guidance, policies, and procedures with respect to Military Pay Operations.

- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service

Qualifications
Time in Grade:
For entry at the GS-11 level, applicants must have served 52 weeks as a GS-09 or higher grade in the Federal Service.
For entry at the GS-12 level, applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service.
Specialized Experience:
For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to GS-09 if outside the Federal service.
Specialized experience is defined as performing financial systems analysis in support of military pay and the mobilization / de-mobilization process; providing thorough knowledge of financial management principles as they relate to automated systems processing and finance operations.
For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service.
Specialized experience is defined as performing military entitlement analysis and assisting in the design, development, and support of military pay operations and related organizations. Demonstrates substantive knowledge of financial management principles as they relate to automated systems processing and operations. Examples of specialized experience include: Planning and implementing operational improvements to large-scale financial operations, systems, policies, and procedures. Providing high-level financial systems expertise to senior leadership to help them carry out financial missions with allocated resources.

Education
GS-11 Substitution of Education for Experience: Three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.
There is no substitution of education for specialized experience at the GS-12 grade level
