This is a Direct Hire Authority (DHA) solicitation utilizing the DHA to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: As a Construction Control Representative, incumbent is responsible for implementing the government's Quality Assurance Program and monitoring the contractor's quality control and inspection program for assigned construction projects. Prepares Quality Assurance Reports forassigned projects.
Duties
Performs on-site surveillance of construction contracts.
Reviews contractor submitted reports for accuracy.
Reviews contractor submitted shop drawings for accuracy.
Conducts project plans and specifications prior to and during construction.
Conduct site investigations to determine program and project impacts.
Reviews contractor project schedule performance.
Reviews contractor project completion levels for pay requests.
Performs Safety and Labor surveillance.
Monitors contractor performance regarding environmental conditions.
Recommends solutions on conflicts between construction plans, specifications.
Reviews and recommends action on contractor information requests.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Conducting investigations of civil works and military construction sites to ensure compliance with contract plans and specifications; 2) Recommending changes to plans and specifications to correct discrepancies; AND 3) Interpreting engineering and architect plans and/or specifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-10).

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
