This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for to recruit and appoint qualified candidates to positions in the competitive service. About the Position: As a Construction Control Representative, incumbent is responsible for implementing the government's Quality Assurance Program and monitoring the contractor's quality control and inspection program for assigned construction projects. Prepares Quality Assurance Reports forassigned projects.

Duties

Performs on-site surveillance of construction contracts. Reviews contractor submitted reports for accuracy. Reviews contractor submitted shop drawings for accuracy. Conducts project plans and specifications prior to and during construction. Conduct site investigations to determine program and project impacts. Reviews contractor project schedule performance. Reviews contractor project completion levels for pay requests. Performs Safety and Labor surveillance. Monitors contractor performance regarding environmental conditions. Recommends solutions on conflicts between construction plans, specifications. Reviews and recommends action on contractor information requests.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education/experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes: 1) Monitoring construction projects and implementing a Government Quality Assurance Program 2) Monitoring contractor's Quality Control and Inspection Program. 3) Reviewing assigned project documents and making recommendations to resolve complex construction problems. 4) Conducting inspections of construction sites to ensure compliance with project plans and specifications. 5) Implementing Government Safety Programs and monitoring Contractor performance in Safety and Regulatory Compliance Programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). OR Education: One and a half years of graduate level education in a field directly related to the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages.
