Duties

This position is a mission critical occupation for HRSA. This position is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives. As the Director of the Office of Global Health, you will serve as the principal advisor and assist the HRSA's leadership in internal and external activities and policy issues related to global health. Your major duties and responsibilities include: Briefing the Administrator on important developments in the areas on global health and preparing positions papers and other materials used in meetings and discussions with top-level HHS officials. Establishing and maintaining cooperative leadership with senior officials in Federal agencies, State and local government agencies, and public and private organizations interested in programs. Developing and coordinating procedures for mutual exchange of information between Federal agencies, regional offices, non-Federal organizations, programs and partners, educational institutions, State, Provincial, or County and local health department/facilities, NGOs and civil society organizations globally to assure optimum use of all available resources. Supervising, directing and coordinating day-to-day operational and administrative activities within the OGH and assisting in setting long-range work plans. Overseeing the development of program and policies and guidance for standards of service needs, the provision of consultative services to developing and operating programs and following up on action taken in federally sponsored activities for which HRSA is accountable. Requirements

  • U. S. Citizenship is required.
  • HRSA Federal applicants must submit an SF-50 to show status and time-in-grade. Must meet Time-in-Grade by the closing date of this announcement.
  • Males ages 18 through 25 must be registered with the Selective Service.
  • PHS Commissioned Corps applicants must submit current personnel orders.
  • A one year supervisory probationary period may be required.
  • Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)

Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that your resume experience demonstrate that you possess the following competencies: 1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. 2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. 3. Knowledge of a specialized public health program. 4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions. 5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. To qualify for this position at the GS-15 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service. Examples of minimum qualifying specialized experience equal to the GS-14 level include performing the following types of tasks on a regular and recurring basis: Supervising staff, including prioritizing and assigning work, recommending professional development, evaluating and addressing performance and/or conduct issues, etc. AND Serving as the principal advisor and directs and oversees multi-functional program activities involving a broad and complex range of public health programs that are operated domestically or abroad. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. PUBLIC HEALTH PROGRAMS AND POLICY ANALYSIS - Analyzes, interprets and explains the impacts of health policies, proposals, and legislation on public health programs. ORGANIZATIONAL STRATEGIC SUPPORT - Supports organizational goals and objectives in accordance with strategic and/or operations plans. PUBLIC HEALTH PROGRAM MANAGEMENT - Plans, develops, coordinates, and manages the structure and administration of public health organizations and the policies that impact health programs and reimbursement of health services.
