You will serve as an IT Specialist (SYSANALYSIS/APPLICATION SOFTWARE) in the IT Solutions Application Branch, Information Strategies Division, Information Technology and Cyber Security Office, Portsmouth Naval Shipyard, Kittery, ME.

Duties

You will plan, schedule and perform the installation, testing and implementation of new or modified applications software. You will design, document, develop, modify, test, install, implement, troubleshoot and diagnose and resolve technical problems and support new or existing application software. You will perform system analysis, testing, maintenance and enhancement of software applications and other information systems to meet the needs of shipyard customer organizations. You will consult with customers to identify and specify requirements, conduct business process reengineering and develop cost estimates for new or modified systems. You will troubleshoot and resolve technical problems with the design and delivery of all assigned applications, as well as ensuring the integration of all system components. You will serve as the Information Assurance Officer (IAO) and ensure adherence to information security/assurance policies, principles and practices to the systems analysis process and application software services and databases.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This is a bargaining unit position.
  • Work may include assignment to second, third, or rotating shifts.
  • Work may involve overtime or callback.

Qualifications

EXPERIENCE: Individuals must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is experience that has equipped you with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Creditable specialized experience must demonstrate the following: FOR GS-11 (one year of specialized experience equivalent to GS-09): Experience performing complex systems analysis, maintenance and enhancement of assigned corporate and local software applications. Experience troubleshooting and resolving technical problems with the design and delivery of all assigned applications. Experience planning, scheduling and performing the installation, testing and implementation of new or modified applications software. Experience diagnosing and resolving problems in response to customer reported incidents including client issues, database issues, server applications issues. FOR GS-09 (one year of specialized experience equivalent to GS-07): Experience developing overall functional and systems requirements and specifications. Experience consulting with customers to identify and specify requirements. Experience troubleshooting and resolving technical problems. Experience assuring software and systems quality and functionality. Experience with IT security concepts, standards, and methods. Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position.

Substitution of Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

GS-09: master's degree or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree

GS-11: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree.
