Duties
Develops, manages, and overseas the DLA Conference Oversight Management Program in the Headquarters, Defense Logistics Agency (DLA), Chief of Staff (CoS), Business Management Office (BMO), DCB-G2, CoS Portfolio Community of Practice (CoP).
Serves as an expert analyst and Community of Practice (CoP)lead providing CoS Portfolio program and process guidance and support related to key end to end processes.
Serves as lead project manager for the CoS Portfolio G-Invoicing CoP, researcher, change manager, and expert adviser on special studies crossing DLA functional areas.
Serves as Program Manager and Senior Support Agreements Manager over the CoS Portfolio G-Invoicing Community ofPractice (CoP).
Provides effective oversight within the CoS Portfolio of the implementation, execution, reconciliation, and sustainment of cross-functional Intra-Governmental Transaction (IGT) requirements to achieve and sustain legislative requirements -
-and regulatory mandates directed by US Treasury (UST) and Office of the Under Secretary of Defense Comptroller (OUSD(C)).
Provides expert analysis with knowledge and understanding of governing budgetary policies, precedent-setting decisions, procedures-
-and regulations to assure budget forecasts, estimates, and submissions conform to requirements, guidelines, and financial objectives of business operations.
Manages and coordinates the DLA Government Invoicing (G-INV) process, to ensure successful completion and enduring management of DLA General Terms -
-and Conditions (GT/C), Orders, Performance, Receipt/Acceptance, and IPAC Settlement unclassified reimbursable buy/sell intra-governmental transactions(IGT).

Qualifications
To qualify for a Program Analyst your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Understanding qualitative and quantitative methods for assessing, evaluating, and improving program/process effectiveness.
Evaluating and interpreting available data and advising senior management on their impact.
Independently provides highly complex management advisory, operational, and technical services for keeping abreast of the technology solution for the implementation and sustainment of invoicing programs.
Assisting the agency with programming, analysis, and control of funds and evaluating program funding plans and their execution, identifying actual or potential problem areas.
Establishing and maintaining a successful change management and communication program to keep stakeholders internal and external to DLA appraised of program status and issues.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
