You will serve as a Procurement Analyst in the Regional Contracts Department, Procurement Performance Management Assessment Program (PPMAP) Division of NAVSUP FLC SD GF.

Duties

You will participate in assigned Procurement Performance Management Assessment Program (PPMAP) Reviews of Naval Field Contracting Activities (NFCAs) in the assigned region. You will review appropriate contract type and pricing provisions, source selection, acquisition method, documentation, clarity of contract terms, compliance with regulations, and other specialized items. You will serve as Senior Analyst on PPMAP of NFCAs that have been delegated contracting authority. You will perform desk audits on an as-needed basis to assess the effectiveness of self-audits by contracting activities and to determine the need for a more formal on-site review of procurement actions and processes. You will advise management within the region on matters pertaining to contracting policies and procedures. You will analyze a variety of data in determining optimum levels of contracting authority for individual activities commensurate with mission and competence and in consideration of sound contracting management. You will have knowledge of the Government-Wide Purchase Card program, regulations, laws, policies and procedures in order to resolve problems and assist customers. You will have Knowledge of pre-award and post-award contracting policies and procedures in order to provide advice and guidance to NFCAs and determine the effectiveness and quality of contracting operations during PPMAP Reviews

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a bargaining unit position.

Qualifications

You must have one year of Procurement Analyst specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector. You utilize a knowledge of pre-award and post-award federal acquisition/contracting policies and procedures to analyze the quality and effectiveness of contracting operations. You have experience conducting research on acquisition processes to identify irregularities, discrepancies or systemic problems and recommend solutions for correction. You also have experience utilizing a knowledge of Government Purchase Card Programs in order to resolve customer issues. Examples of specialized experience may include: 1) Determining method of solicitation (Market Research); 2) Making Open Market Purchases (Solicit quotes); 3) Evaluating quotes/negotiating various issues with contractors such as price, transportation, delivery date, discounts, and method of shipment; and 4) Ensuring award is in accordance with all applicable procurement laws and regulations, including competition, sole source, small business rules, labor laws and wage determinations, preference for government sources of supply. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
