Duties

Serves as the Chief of the Clinical Applications Administration and Interfaces Section within the Department of Clinical Informatics (DCRI). Keeps informed of, supports, and communicates to employees EEO policies, plans and programs. Seeks out and utilizes available resources, including appropriate human resources generalists/specialists, EEO specialists, and training resources in conducting these responsibilities. Incumbent will be evaluated on the effectiveness of his or her EEO performance. Performing a variety of systems advisory duties. Attends meetings with applications, database, and systems personnel to provide advice on system capabilities and limitations. Maintaining liaison with officials in other organizations and agencies to identify program requirement and/or management needs. Analyzing and validating beneficial requirements for new equipment, telecommunications, video communications and applications software; and the planning, implementation and maintenance installations and recommending user training approaches. Planning, directing, and establishing policies and procedures governing the organization and management of the Clinical Applications Administration & Interfaces Section and directs the implementation of these policies and procedures for an effective and efficient operation. Reviewing Enterprise architecture including system software, network, and technical architectures needed to plan and. evolve the enterprise technical environment, Evaluating IT systems; including knowledge of logical and physical data architectures, network, communications, nodes, operating systems, applications, data base servers, application servers, web servers, middleware, and telecommunications. Implementing IT security design, federal regulations, operations, encryption, information access, and authentication processes. Applying communications techniques and common local area network technology, including switches, bridges and routers, media access protocols and interfacing techniques. Planning work to be accomplished by subordinates, setting priorities, and preparing schedules. Assigning work to subordinates based on priorities and capabilities of employees. Evaluating work performance of subordinates.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

In order to qualify for an Supervisory IT Specialist (DataMgmt), GS-2210-14 position at the GS-14 level, you must possess: IT related experience demonstrated by paid or unpaid experience obtained in either the private or public sector, and/or completion of specific, intensive training that demonstrates that I possess each of the following four competencies: 1. Attention to Detail - is thorough when performing work and conscientious about attending to detail; 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; 4. Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector in the IT field or through performing the following types of tasks: 1. Leading major projects involving informatics, communications, and outreach; 2. Providing guidance and technical advice to IT specialists to troubleshoot complex database problems; 3. Developing and implementing IT systems and solutions for a scientific organization; and 4. Assist with the development of policies and procedures for IT systems, networks, and data to ensure the integrity and confidentiality of systems, networks, and data.
