You will serve as a FINANCIAL MANAGEMENT ANALYST in the TECHNOLOGY SERVICE ORGANIZATION of HQ US MARINE CORPS.
Duties
You will remain proficient in military pay and allowances, financial management, travel processes and regulations, and budgeting and accounting.
You will develop and\or maintain internal documents, process flows, diagrams, etc., using applications within the Microsoft Suite\O365 (i.e. Teams, Access, Excel) and SharePoint.
You will research and apply Cyber-Security measures (i.e. deploying security software, identifying network security weaknesses, testing effectiveness, encryption (sensitive information), preventing data breaches, etc.
You will prepare key supporting documentation for processes, procedures, reconciliations, Standard Operating Procedures, desktops, etc. that support various audits and analyses.
You will prepare briefing material, technical and non-technical point papers, position/talking papers, and presentations pertinent to fiscal requirements or system processing.
You will perform impact assessment to support alternatives, recommends modifications, provides justification for developing system enhancements, revises processing logic, and responds to user errors that impact on system processes.
You will interpret trends, evaluate legislative and regulatory material and Comptroller General Decisions to determine applicability to system(s).
You will research legislation and existing systems to develop system requirements and to provide for the inter-relationship of entitlements.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in functional systems' analysis (financial and technical), knowledge of Marine Corps travel regulations and travel system processing, and designing and developing assigned pay and entitlement segments of Marine Corps Total Force Systems (MCTFS).

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
