Duties

The duties described reflect the full performance level. Provides comprehensive advisory services on all aspects of human resources management. Researches, interprets, analyzes and applies the laws and regulations pertaining to incentive awards and recognition, performance management, leave, discipline and hours of duty. Advises and assists management on performance management process and procedures. Reviews performance elements, standards and appraisals. Administers programs and completes special projects in accordance with human resources laws, regulations, policies and procedures to meet organizational needs and implement Office of Personnel Management (OPM), DoD and agency requirements. Provides technical advice and counseling on management-employee relations, leave, hours of work, telework, work-life, incentive awards and performance management to support assigned organizations.

Qualifications

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Specialized Experience: For the GS-9: You must have one year of specialized experience equivalent to at least the next lower grade GS-7. Specialized experience must be documented in your resume. Specialized experience includes: providing accurate advisory and technical assistance to customers in multiple employee relations program areas (e.g., leave, telework, hours of work, compensation, Union matters, performance management, conduct/discipline, etc.), assisting HR specialists in providing services relating to employee relations, performance management, leave and awards; assisting in human resources advisory services and completing special projects; and utilizing human resources data system(s) and applications to enter and analyze personnel data, produce reports, ensure data integrity, and improve work efficiency and effectiveness. For the GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-9. Specialized experience must be documented in your resume. Specialized experience includes: providing management advisory services on employee relations, performance management, leave and awards; researching issues and developing recommendations to management officials to resolve routine employee relations and human resources management issues and problems; administering human resources programs and completing special projects; and utilizing human resources data system(s) and applications to enter and analyze personnel data, produce reports, ensure data integrity, and improve work efficiency and effectiveness. For the GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11. Specialized experience must be documented in your resume. Specialized experience includes: providing comprehensive management advisory services on employee relations, performance management and awards; developing and presenting recommendations and alternatives to senior management officials to resolve complex human resources management issues and problems; administering human resources operating programs and completing special projects; and utilizing human resources data system(s) and applications to enter and analyzes personnel data, produce reports, ensure data integrity, and improve work efficiency and effectiveness. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Interagency Career Transition Assistance Program (ICTAP): You must be well qualified for the position to receive special selection priority under the ICTAP. A qualified ICTAP eligible achieving a score of 90 or above will be considered well qualified. Education

Substitution of Education for Specialized Experience:

For the GS-9:
Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement.

For the GS-11: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement.

For the GS-12: There is no substitution of education for experience at this grade level.

Combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).
