Duties

The primary purpose of this position is to: Serve as the operations support specialist, a combat mission area that encompasses numerous operations support, intelligence, acquisitions, financial, communications, logistics management, equipment, production, integration, and training programs. Plans, organizes, and overseas the day-to-day, mid-term, and multiyear support activities that underwrite the combat success of a major organization Represents the major organization and the major military command through an extensive network of senior level professional contacts within the department Defense Department, various government agencies, the academic community, and the commercial sector Directs, coordinates and overseas the work of various Operations, Operation Support, Acquisitions, Tactics, and Special Programs, and Special Communications directorates through subordinate supervisors Participates and special projects and initiatives and perform special assignments to include long-term planning, functional/technical advice and guidance, and continuity of management

Qualifications

Disposition is emergency essential (E-E). The incumbent of this position must meet all requirements of E-E positions and may be required as a condition of employment to take a series of annual boosters to immunize against anthrax and other diseases. In the event of a crisis situation the incumbent or designated alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent or the designated alternate alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent, or designated alternate, be removed from the military recall status if alternatives for filling this position are not readily available. Employee is required to obtain and maintain a top secret security clearance with SCI access. The work may require the employee to conduct freefall and/or statistic static line parachuting, perform underwater operations, utilize alternate insertion/extraction methods, handle weapons/explosives, and drive motor vehicles and/or watercraft is support of diverse missions, training, exercise, test, and maintenance requirements. An appropriate, valid drivers license is required for the position and the employee must possess or be able to obtain and maintain an FAA class 3 flight physical if the commander so requires. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration And Program series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of Special Tactics advanced operations, procedures, technology, tactics, systems, equipment, and methods to serve as an operational baseline for the integration of operational and support activities, the management of numerous support directorates, the integration of diverse programs, the development of special projects, regular senior-level interface, and the conduct of multiyear management continuity; knowledge of basic theories and principles of systems design, specifications development techniques, and an understanding of technical requirements as well as joint service, governmental, and civic sector organizational functions so as to serve as the senior technical authority for logistics management, Tactical Equipment, training and integration, Techniques, Tactics, and Procedures (TTP) development, operational and financial, engineering survey and production, special category communications, acquisitions, as well as budget formulation, administration, and execution; comprehensive knowledge of operations management to develop and conduct comprehensive analyses. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of special tactics advanced operations, procedures, techniques, technology, tactics, systems, equipment, and methods to serve as an operation baseline for the integration of operational and support activities, the management of numerous support directorates, the integration of diverse programs, the development of special projects, regular senior-level interface, and the conduct of multi year management continuity; knowledge of basic theories and principles of systems design, specifications development techniques, and an understanding of technical requirements as well as joint service, governmental, and civilian protector organizational functions so as to serve as the senior technical authority for logistics management, tactical equipment, training and integration, techniques, tactics, and procedures (TTP) development, operational and functional, engineering survey and production, special category communications, acquisitions, as well as budget formulation, administration, and execution Knowledge of and experience with the Future Years Defense Plan (FYDP), Major Force Programs (MFP), DoD appropriations, Budget Estimate Submissions (BES), and Program Objective Memorandum (POM) programming methods, practices, procedures, regulations, policies, and processes in order to recommend reapportionments, supplemental appropriations, unfunded requirements, deferrals, and rescissions of funds. The incumbent must also possess the required knowledge and experience to serve as a senior party responsible for properly overseeing subordinate acquisitions and budgetary programs as well as to provide knowledgeable resource constrained program prioritizations Knowledge of contractual processes, procedures, legal advice, and technical requirements; knowledge of personnel and organization design to include manpower and organizational management Knowledge of safety and security regulations, practices, and procedures and the ability to apply these to the reduction of operational risk to the mission set and or the force; skill and considerable experience in the fields of leadership, mentorship, and complex and or time constrained decisions making so as to innovate, conduct exhaustive research, solve difficult problems, and develop new methods, criteria, or proposed actions Ability to analyze, plan, organize, coordinate, integrate, and adjust the work operations of multi directorates-either through subordinate supervisors or personally-in order to meet the combat focus requirements and objectives of the major organization within available resources; ability to develop and implement policies, standards, and procedures to make substantive inputs to or interpret the frequently vague and/or conflicting higher headquarters guidance that governs major segments of the support activity Ability to establish and maintain a network of useful senior-level relationships across a wide variety of joint service governmental, and civilian sector organizations and to communicate effectively, both orally and in writing PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
