Duties

The primary purpose of this position is: To serve as Deputy Chief, Group Plans, Programs and Readiness sharing with the Chief the full scope of responsibility for directing the activities of the Group and, in the chief's absence, possesses the same authority and prerogatives to include advising the Inspector General on exercise development and inspections. Designs plans to aid in determining unit effectiveness and efficiency through internal analyses. Ensures operational, contingency, and mobilization plans for the unit adhere to Department of Defense (DoD), Air Force (AF), Major Command (MAJCOM), and Numbered Air Force (NAF)policy, as well as federal, state, and local guidance. Position is responsible to provide necessary support in planning, executing, program management, and performing staff analysis work related to the development of war, peacetime, and contingency plans and programs for the 43d Air Mobility Operations Group (AMOG). Provides management for the Group on matters pertaining to readiness, contingency response, plans and programs, procedural compliance, and a variety of special projects. Serves as Deputy Chief, Plans and Programs Specialist. Provide executive management of all plans and program matters in the Group, reviewing, consolidating, editing, and initiating correspondence, plans and reports for the Chief, Group Plans and Programs and/or with the Group Commander's attention and/or signature. Maintains and applies a wide and comprehensive understanding of the Group's emergency/crisis plans functions and activities, policies, and directives of the 43 AMOG, HQ AMC, and the USAF. Serves as the Group OPSEC Signature Manager. Serves as Executive Officer to the Group Commander's Air Force Operations Center (AFOC). Serves as the 43 AMOG Defense Readiness Reporting System (DRRS) manager, Government Purchase Card Approving Official (GTC) and Foreign Disclosure Officer. Serves as the 43 AMOG Army Control, Treaty Compliance, and Counter proliferation Officer.

  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • Specific knowledge of AMC, 43 AMOG, and subordinate units, is also highly desirable.
  • Must be able to obtain and maintain a Top Secret Clearance.

Qualifications

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Miscellaneous Administration and Program Series 0301 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems (may have been obtained in the federal service, military, or public sector) . Examples of specialized experience includes Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical plans and programs. Knowledge of pertinent laws, regulations, policies, and precedents that affect the use of program and related support resources in the area studied. Skill in conducting detailed analyses of complex functions and work processes. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Broad knowledge of Department of Defense policies, instructions, and regulations directing the management of group plans, emergency management, to include knowledge of group mission requirements, vulnerabilities, work processes, and applicable requirements related to treaty compliance and the operations of a wide variety of organizations. Knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal Operations Security programs. Broad knowledge of Department of Defense, Joint and Air Force policies, instructions, and regulations directing the management of group plans, emergency management, to include knowledge of group mission requirements, vulnerabilities, work processes, and applicable requirements related to treaty compliance and the operations of a wide variety of organizations. Knowledge, skill and ability to gather, assemble, analyze facts, draw conclusions, develop solutions to problems, and identify changes and trends to include skill in applying analytical and evaluative techniques to the identification, consideration and resolution of issue or problems concerning impact, efficiency, and effectiveness of program operations. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy; conduct interviews with supervisors, employees, and other technical experts to obtain information about organizational missions and interrelationships; and develop and conduct training and instructions relating to assigned programs. Ability to assimilate information through the use of a personal computer and software programs and ability to maintain effective working relationships with organizations and individuals to establish/identify the need to make adjustments to group readiness assessments and plans. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
