The primary purpose of this position is: To serve as the first level Supervisor Operations and Programs, responsible to manage complex operations programs, to scope, direct, and manage new projects, and coordinate special operations mission support.
Duties
Plans, organizes, directs, and supervises the Group Operations Directorate.
Exercises supervisory personnel management responsibilities.
Establishes and defines requirements for Operations programs, activities, and processes to ensure they are aligned with Group, Wing, MAJCOM, and SOCOM commanders organizational goals and mission requirements, and ensures requirements are sourced appropriately.
Directs, plans, and organizes, the activities of the 724th Special Tactics Group, ensuring that functional work areas comply with security, legal and regulatory requirements.

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, and involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. based on a Tier 5 or Tier 5R investigation. A non-disclosure agreement must be signed.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge in Special Tactics advanced operations, procedures, techniques, technology, tactics, systems, equipment, and methods to serve as an operational baseline for the development and integration of SOF operations and programs, the development of Tactics, Techniques, and Procedures, and the accomplishment of comprehensive and intensive technical interface.
Knowledge in professional Air Traffic Control.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Knowledge of, and expert skill in special financial and special operational management programs to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
Wide knowledge of all aspects of specialized requirements to develop and implement policies, standards, and procedures for the management of all aspects of financial and operational management activities.
Knowledge of and familiarity with budgetary methods, practices, procedures, regulations, policies, and processes and of command and agency budget execution policies and procedures in order to recommend reapportionments, supplemental appropriations, deferrals, and rescissions of funds. These include, but are not limited to POM, FYDP, Major Force Programs (MFP), DoD appropriations, and Budget Estimate Submissions (BES).
Skill in leveraging the resources of the DoD to provide direct support to the planning and execution of special operations activities.
Ability to analyze, plan, coordinate, integrate work operations, and direct the functions and staff of a small to medium sized organization, in order to meet overall program requirements and objectives.
Ability to establish and maintain working relationships and to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
