This position is located in the Office of Information Technology (OIT). The incumbent serves as an IT Cybersecurity Specialist with dual responsibility for: agency-wide systems and network security; and preparing and overseeing the implementation of' policies and procedures to ensure the continuous security of the agency's IT architecture. The incumbent works directly with the Chief Information Security Officer to plan the security work and establishes priorities.
Duties
Ideal Candidate Statement: The ideal candidate for this role possesses in-depth technical skills, necessary qualifications and practical knowledge and experience in threat analysis, risk management, privacy and compliance with cybersecurity standards and guidelines.
The following are the duties of this position at the GS-13 grade level. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
Designs and implements an agency-wide IT security awareness program and conducts periodic security briefings.
Develops and implements cracking, monitoring, and testing tools to maintain the security of and enhance FMC networks and computers.
Collaborates with the Chief Information Security Officer (CISO) in managing IT security related activities such as: planning audits; designing, developing, implementing, and maintaining programs/policies ensuring the security of IT systems.
Assist in the performance of penetration attacks and security posture assessments on all FMC systems, e.g., internet/intranet servers, firewalls, production and development servers, file servers and on-site FMC contractor/government operated equipment.
Works with agency leadership to assess organizational effectiveness of IT systems and IT security in supporting the agency's mission.

Basic Qualification Requirement:
Applicants must have IT-related experience demonstrating each of the four competencies listed below at a proficiency level equivalent to the next lower grade level in federal service.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Additional Qualification Requirement:
For the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:
Assisting with monitoring and evaluating systems' compliance with IT security requirements;
Participating in the collection and analysis data associated with cyber security programs; and
Participating in activities designed to ensure, protect, and restore IT systems, services and capabilities.
For the GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
Developing, implementing, and coordinating cybersecurity activities designed to ensure, protect, and restore IT systems, services and capabilities;
Monitoring and evaluating systems' compliance with IT security requirements; and
Providing advice and guidance on implementing IT security policies and procedures in the development and operation of network systems.
The experience may have been gained in the public sector, private sector, or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. It is your responsibility to ensure your resume states complete information for each job entry.
