The primary purpose of this position is to assist the Flight Chief of current operations for the 1st Special Operations Wing. Directs scheduling, as well as provides management and oversight for the range/airspace scheduling, flying mission tracking and support, and all associated activities for the 1st Special Operations Wing, US Special Operations Command, Air Force Special Operations Command, Department of Defense and AF Staff authorized international agencies.

Duties

Duties Serves as the 1 SOW Range Scheduling Specialist. Range/Tanker Scheduling Specialist. Conducts exercise planning duties. Assists lead exercise planners with coordinating air and ground ranges to support exercise objectives. Monitors 1 SOW range budget execution and identifies/forecasts shortfalls/limitations.

  • Range Scheduling personnel will be required to respond to electronic paging and/or cell phone for emergency recall conditions such as official military activities, natural disaster, hazardous material emergencies or downed aircraft
  • Must possess a current and valid state driver’s license and be able to obtain a valid government driver’s license for the operation of all-purpose vehicles to include five and six passenger trucks for range visits and off-site activities
  • Work may require some travel within CONUS
  • Must be able to obtain and maintain A SECRET security clearance
  • Employee must become knowledgeable in Base Network Web Server Manager and Publisher and must obtain a Secure Internet Protocol Routing (SIPR) account and be familiar with procedures

Qualifications

Personnel are periodically tasked to work non-standard work hours in order to meet 24-hour Battle Staff, contingency, and operational support functions of the 1 SOW and their authorized 1 SOAOS/DOX, AFSOC, USSOCOM, ACC and other DOD customers and contracting offices This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of SOF operations, exercises, flying missions, training requirements and current operations/flight scheduling at the wing-level. Knowledge of computer database, spreadsheet, and word processing computer software applications. Knowledge of current operations functions and relationships as related to 1 SOW flying units, USSOCOM directed tests, AF and USSOCOM Staff directed international defense organizations, the Eglin Test Directorate, 18th Flight Test Squadron, 14th Weapons Squadron/Weapons Instructor Course and other authorized DOD customers and contractors. Knowledge of the major issues, program goals and objectives, work processes and administrative operations relating to AFSOC and USSOCOM authorized customers. Knowledge of computer database, spreadsheet, and word processing computer software applications. Knowledge of the Center Scheduling Enterprise (CSE) software scheduling tool. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. if related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of a Range Scheduler. NOTE: You must submit a copy of transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Must have current knowledge of local range, airspace, applicable regulations as it pertains to flying and ground operations in performing range and airspace scheduling operations using CSE. 2. Skill in planning, organizing, and supporting missions for Joint Staff, SOCOM, AFSOC, and 1 SOW exercises/missions, enabling the ability to make correct decisions and select course of action under moderate stress conditions associated with high-visibility operations and short suspense. 3. Familiar with budgetary policies, procedures. Preparation, and practices; and skill to apply knowledge, particularly as it is related to range scheduling, maintenance operations and contractor costs. 4. Knowledge of Air Traffic Control at a practical level to include knowledge and practical experience of the national airspace system and the role of the Air Force therein. Knowledge and practical experience in either tower or terminal approach control operations and management. 5. Skill in recognizing problems and initiating corrective actions with appropriate unit agencies to maintain training effectiveness. Work harmoniously with all levels of personnel inside and outside the Department of Defense (DoD) to include military and civilian personnel on and off the installation, a diverse student population, other training instructors, vendors, and contractors. 6. Ability to plan and organize work, independently, to analyze reports, critiques, inspections, and evaluation and take appropriate corrective actions, and to communicate effectively both orally and in writing. In order to prepare and present briefings, reports, coordinate planning efforts and manage program activities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
