About the Position: You will ensure that the Government's contract quality assurance program is adhered to in the procurement cycle, including the Contractor, Contracting Officer, Contract Specialist and Contracting Officer Representative (COR). You will utilize your technical expertise and broad experience in administering a robust and compliant contract quality assurance program in the District's Contracting Division.
Duties
You will serve as the Contract Performance Evaluator carrying out and coordinating the Contracting Division's quality assurance program on a variety of contracts.
Interpret and analyze contractual requirements and specifications to determine the best and most efficient methods to be employed by the government in evaluating contractor level of performance.
Schedule and conduct various quality assurances training to familiarize personnel with quality assurance and surveillance procedures and techniques as applicable to the various types of contracts.
Perform solicitation reviews to ensure appropriate quality control requirements are imposed and assist in the preparation of technical specifications for inclusion in procurement solicitation packages.
Implement prescribed internal controls to eliminate or minimize the potential for fraud, waste, abuse, mismanagement and inefficiency.
Analyze quality data to detect unsatisfactory trends or weaknesses in quality plans, policies and procedures for implementation across the Contracting Office.
Contract types include Construction, Services, Supply, Commercial, Environmental and Architecture-Engineering (A-E).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The duties of this position require you possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position requires Acquisition Program Management certification. Selectee must obtain this certification within 60 months of appointment.

MINIMUM QUALIFICATION REQUIREMENTS
Specialized Experience: One year of specialized experience which includes 1) preparing or reviewing quality assurance compliance documents for contracted services, AND 2) evaluating Contractor and Contracting/Technical compliance against contractual requirements; AND 3) monitoring Contracting Officer Representative (COR) performance This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study].
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
