This position is located in the Office of Local Defense Community Cooperation (OLDCC) Headquarters Office in Arlington, VA or the Western Region Office in Sacramento, CA. OLDCC is a Department of Defense (DoD) Field Activity and Component reporting to the Under Secretary of Defense (Acquisition and Sustainment), through the Assistant Secretary of Defense (Energy, Installations and Environment)
Duties
Incumbent typical work assignments may include the following:
- Serves under the supervision of a Deputy Director, responding to direction from the Director, and performing as a one-stop resource for state and local officials in delivering technical and financial assistance to Defense-effected areas as they seek to respond to changes arising from Defense activity.
- Coordinates closely with the appropriate Program Activity Lead to manage project and grant activities to adjust civilian economic activity while supporting the DoD local mission.
- The incumbent is responsible for learning and understanding relevant state and local economic development and adjustment needs; advising and assisting local efforts to organize, plan, and implement complex activities to respond to economic disruptions to the local economy; managing and administering policies, and procedures related to economic adjustment support for communities; and correlating the availability of other Federal Agency or private sector resources with the needs of specific communities; coordinating and supporting the preparation of grant applications.
- The incumbent may also be responsible for the construction of improvements and application of Federal interest policies and procedures.

- Position has been designated as Noncritical Sensitive. Incumbent is required to obtain and maintain a Secret Access Level security clearance.
- The incumbent must adhere to DoD Standards of Conduct
- This position is designated as a Testing Designated Position (TDP) under the civilian drug-testing program.
- This position may require occasional travel away from your normal duty station for official business on military or commercial aircraft.
- The incumbent may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime.
- This position requires incumbent to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter.
Qualifications
Time in Grade:
For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service.
For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service.
Specialized experience is defined as:
1) Collects data and drafts reports and analysis for review on by senior leaders involved in issues relevant and important to defense communities, including analysis of internal metrics; personnel workload analysis; and stakeholder outreach management and identification and tracking of milestones at the federal, state, and local levels.
2) Implements policies, and procedures related to economic adjustment plans and projects for defense communities;
3) Manages cost, scope, and schedule throughout the lifecycle of project; and,
4) Understands complex stakeholder relationships, encouraging effective Federal, state, regional, metropolitan, and community cooperation and concerted involvement of public interest groups and private sector organizations in community economic adjustment strategies and activities throughout the lifecycle of the project
For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service.
Specialized experience is defined as:
1) Independently gathers data and prepares reports and analysis for senior leaders involved in issues relevant and important to defense communities, including analysis of internal metrics; personnel workload analysis; and stakeholder outreach management and identification and tracking of milestones at the federal, state, and local levels.
2) Executes regional engagement and outreach with key stakeholders at the State, local, and Senior Federal and DoD levels by representing the senior leaders in the execution of regional engagement and outreach with key stakeholders and through the identification, organization, and analysis of stakeholder initiations to develop a regional engagement strategy and plan.
3) Manages cost, scope, and schedule throughout the lifecycle of project;
4) Assesses and evaluates complex stakeholder relationships, encouraging effective Federal, state, regional, metropolitan, and community cooperation and concerted involvement of public interest groups and private sector organizations in community economic adjustment strategies and activities throughout the lifecycle of the project; and,
5) Ensures project activity conforms with 2 CFR 200, the "Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards"
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position.
