This position is part of the Appraisal and Valuation Services Office, Office of the Secretary of Interior. The incumbent will be responsible for providing leadership and counsel to the AVSO Regional Director and appraisal staff within the Region and bureau real staff conducting land tenure activities.
Duties
Works within the Valuation Division and Chief Appraiser to develop and provide realty experience and knowledge to assist in identifying the best practices for improving appraisal case assignment intake to AVSO.
Supports development and execution of policies, procedures, decisions, and realty relationships with bureau realty staff including policy development, standard operating procedures, communications and waiver valuation processes and procedures.
Establishes and develops relationships with the AVSO Director, Senior Advisor, Deputy Director-Valuation, and Chief Appraiser to evaluate and identify efficiencies to be gained in the appraisal process from a realty perspective.
Acts as an AVSO point of contact to assist bureau realty staff with questions about appraisal requests.
Provides cross-disciplinary training between staff and bureau realty.
Qualifications
At the GS-14 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-13 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: interpreting and applying of the following regulations: Code of Federal Regulations -Title 25, 43, and 49 (Part 24), Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA), Uniform Standards of Professional Appraisal Practice (USPAP), Uniform Relocation and Real Property Acquisition Policies Act of 1970, P.L. 91-646, as amended, and of Financial Institutions Reform, Recovery and Enforcement Act of 1989 (FIRREA), P.L. 101-73, Title XL; experience interpreting and applying real estate principles, concepts, and practices, the real estate market; contracting rules, regulations, and procedures relating to acquisitions of real property. (i.e., acquiring lands, managing property, and disposing of property.); and Knowledge of appraisal theory, concepts, standards of practice, and appraisal ethics; and experience accessing, organizing, and disseminating information between various levels of management, appraisers, and clients.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
