The incumbent is the principle clerical and administrative support personnel for the office, operating independently of any other such position. The duties require knowledge of clerical and administrative procedures and the ability to apply such skills in a way that increases the effectiveness of others.

Duties

Major duties include, but are not limited to: Assists in the accomplishment of administrative duties solving non-technical problems in areas of responsibility. Serves as a liaison between the supervisor, office staff, and other organizations. Primary areas of responsibility include assisting in the preparation of justification for personnel actions, timekeeper, training coordinator, procurement of office materials, travel vouchers, meeting presentation and preparation, and data gathering. Aids in arranging meetings for the office staff. Receives and places phone calls, ascertains nature of calls, and takes appropriate action. Maintains calendars and makes appointments based on importance. Receives and reviews incoming mail and distributes accordingly. Maintains suspense records on all correspondence and action documents and follows up to ensure timely replies or actions. Reviews correspondence for grammatical accuracy, enclosures, dates, signatures, and complete addresses. Prepares materials for meetings and other periodic reports. Establishes and maintains office files in accordance with agency policies and procedures. Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet time-in-grade requirements and specialized experience within 30 days of the closing date of this announcement, 04/11/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5, applicants may be advanced without time restriction to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment. For this position, applicants must have held at least a GS-3 level position. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing secretarial and administrative support to an organization; Maintaining calendars and scheduling meetings/appointments; Preparing and routing correspondence, suspense documents, and reports; Reviewing materials for accuracy and resolving any errors; Maintains and disposes of files in accordance with governing or regulatory procedures; Receiving telephone calls and visitors and determining those that should be referred to the supervisor or can be diverted to other contacts; Personally handles many requests for information and resolves administrative questions. Note: Experience must be fully demonstrated and documented on your resume and must include job title, duties, month & year starting and ending dates and hours worked per week. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years above high school graduation. This education must have been obtained in an accredited business or technical school, junior college, college or university for which high school graduation or the equivalent is the normal prerequisite. (Transcripts Required). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience (Transcripts Required). You will be rated on the following Competencies for this position: ClericalCommunicationsComputer SkillsManages and Organizes Information Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.
