This position is located with the BLM Fire & Aviation Directorate, Division of Support Services, located at the National Interagency Fire Center (NIFC), in Boise, Idaho. Information about the surrounding area can be found at https://www.boisechamber.org/
We expect to fill one position at this time; however, additional positions may be filled from this announcement if they become available.
Duties
The primary purpose of the position is to carry out a spectrum of responsibilities as a secretary and principle administrative support position to the Division of Support Services.
Develop, implement, and recommend internal office administrative, information management, and clerical procedures and guidelines.
Respond to inquiries and administrative problems brought by members of the staff, BLM state organizations, and other internal and external parties. Respond to public inquiries from the media, special interest groups, and industry as appropriate.
Arrange and plan conferences and meetings. Prepare agendas, notify participants, and arrange accommodations, luncheons, and similar matters.
Ensure travel arrangements for the supervisor and for visiting officials are properly instituted as requested and prepare necessary travel authorizations and
vouchers.
Research and gather background information and prepare and/or draft one-of-a-kind reports, outlines, briefs, speeches, and/or introductions to be presented at various meetings by the supervisor.
Monitor and maintain official files. Maintain physical and electronic files, reports, data sheets, and materials, and design and organize filing systems in accordance with guidelines.
Use automated equipment (hardware, software) for word processing, file management, creating/compiling special reports, electronic mail, and other applications necessary for the support and management of office operations.
Attend and record the minutes of meetings which are later summarized and distributed. Ensure that commitments made at the meetings are met and keep the supervisor informed of any issues.
Requirements

Qualifications
Selective Placement Factor (SPF): This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor will be rated not qualified.
SPF- Minimum typing proficiency of 40 words per minute based on a 5-minute sample with three or fewer errors.
Specialized Experience:

For GS-7: You must possess one (1) full year of specialized experience at or equivalent to the GS-6 level that is equivalent in difficulty and complexity as indicated by the following examples: Assist with preparation and review of correspondence to ensure conformance with general bureau policy, grammatical accuracy, and appearance. Experience arranging administrative functions such as travel and accommodations and processing travel authorizations and vouchers, purchasing of necessary supplies and material and use of other specialized financial systems, such as QuickTime. Experience assisting with coordinating office schedules or appointments, utilizing computer programs such as electronic folder systems, electronic calendars, word processing documents, and shared electronic folder systems to complete daily tasks.
For GS-8: You must possess one (1) full year of specialized experience at or equivalent to the GS-7 level that is equivalent in difficulty and complexity as indicated by the following examples: Prepare and review correspondence to ensure conformance with general bureau policy, grammatical accuracy, and appearance. Experience arranging travel and accommodations, processing travel authorizations and vouchers, purchasing necessary supplies and materials in adherence with bureau financial and property policies, and the use of other specialized financial systems, such as QuickTime. Coordinating office schedules or appointments, utilizing computer programs such as electronic folder systems, electronic calendars, word processing documents, and shared electronic folder systems to complete daily tasks.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
If selected at the lower grade, subsequent promotion to the next grade level will be processed without further competition dependent upon administrative approval and the continuing need for an actual assignment and performance of higher-level duties.
