THIS IS AN INDIANA NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION This position is in the Excepted Service under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA) This position is part of the IN JFHQ J5, Indiana National Guard under Position Description Number PD#T5113000. Duties

Serves as the recognized technical advisor to the installations across the component/command in programming/implementing the Balanced Scorecard (BSC) given a higher headquarters Strategic Plan and Strategy Map. Serves as the technical advisor to the installations across the component/command in Continuous Process Improvement (CPI). Directs, coordinates, and oversees project/study work. Serves as the project leader for State-level projects as a subject matter expert (SME). Assists the “Black Belt” trainer, as a trainer for introductory methods/tools, also known as “Green Belt” (GB) courses. Establishes, develops, and maintains effective working relationships with other coordinating organizations. Performs other duties as assigned.

Requirements

  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • The employee will be required to take a drug test.
  • Participation in direct deposit is mandatory.
  • Certification as a CPI/LSS Black Belt is required within one year of assignment as a CPI. Experience as a Green Belt trainer and mentor is required.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Position requires a SECRET security clearance.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • The employee may be required to carry an electronic device (cellular phone/pager) to facilitate contact 24 hours per day 365 days per year unless on official leave or TDY.

Qualifications

GENERAL EXPERIENCE: Experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management. Knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience using computer and automation systems. Must have 3 years of progressively responsible experience that demonstrates the ability to: 1. Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2. Plan and organize work; and 3. Communicate effectively orally and in writing. Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities (KSA's) necessary to perform the duties of the position to be filled. SPECIALIZED EXPERIENCE: Must have at least 36 months experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Experience analyzing and interpreting policies and the procedures of higher headquarters/management as to applicability to current policies. Experience presenting and discussing complex matters in a clear and convincing manner. Experience in communicating with people from various backgrounds and circumstances. Experience, training, or knowledge in making recommendations for process improvements, improving quality, reducing costs, and establishing appropriate process metrics and process controls. Experience, training, or knowledge in providing technical direction in project management, team building, facilitation, process improvement analysis, and the methodology required to develop and substantiate a business case for the selected project. Experience or training with Black Belt Trainers, other project sponsors, managers, and key participants (belts) to develop strategies for resolving project-related issues and roadblocks. Experience delivering presentations on program status, accomplishments, problems, requirements for support, and promotion of program. Must have at least 12 months specialized equivalent experience, education, or training to at least the next lower grade level.

Education

You may combine education with specialized experience to meet the length of experience requirement for GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

To receive credit for Education, you must provide transcripts or documentation of proof that you meet the Education requirements for this position.
