Duties
Assists the Director Military Pay in managing, planning, implementing, monitoring, evaluating and operating the respective military service’s Military Pay Operations (MPO).
Provides expert interpretation of DoD and DFAS regulations, policies, and administrative guidelines, as well as legislative changes, relative to active and reserve pays.
Develops short and long term customer service, production and quality standards and goals.
Ensures that Defense Finance and Accounting Service programs and policies are implemented in accordance with agency goals and objectives and are consistent with the management objectives of the Director Military Pay.
Maintains constant liaison with top management officials within Department of Defense, Finance and Accounting Service, and other executive branch agencies and the private sector to identify program requirements and management needs.
Oversees the overall planning, direction, and timely execution of the Military Pay Program for the assigned branch of military service.
Approves multi-year and longer range work plans to manage the overall work and to meet the goals and objectives for MPO.
Responsible for oversight of studies for determining trends, evaluations, and analysis of data to determine accuracy and then assessing the effectiveness of internal controls pertinent to financial policies, procedures, systems and functions of MPO.

Qualifications
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.

To be hired at the GS-14 entry grade level, applicants must minimally have:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-13 within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as applying expert knowledge of laws and finance regulations relative to military pay in order to provide authoritative policy interpretations and recommendations to financial management issues; identifying problems and weaknesses in order to develop workable solutions to financial management issues as they relate to military pay; and planning, implementing, managing or improving complex operations related to military pay financial services.

You will receive credit for all qualifying experience, including volunteer experience.
