This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid Atlantic Health Care Network (VISN 6), Richmond VA Medical Center (VAMC), in Patient Care Service.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The major duties and responsibilities include but are not limited to: Posts, examines, computes and balances hours on time and leave records; Computes man hours worked from certified time schedules; Performs time and leave duties for nursing service which includes a full range of appointment authorities, pay schedules, full-time, part-time, intermittent, nurses, technicians, assistants and other employees; Interprets and applies regulations regarding appointment entitlements, leaving earnings, charges of leave, posting legal holidays, leave without pay, advance sick leave, minimum charges, compensatory time, and other types of leave; Interprets and applies regulations; Responsible for the accuracy of computations; Research and resolves discrepancies found in time/pay issues; Provides advice and guidance to employees and supervisors; Provides back-up support for administrative personnel in maintaining data on spreadsheets or databases; and Performs other related duties as required. SPECIALIZED EXPERIENCE GS5: You must have at least one (1) year of specialized experience equivalent to the next lower grade level in Federal Service (GS-4) that has provided you with the knowledge, skills, and abilities to successfully perform the duties of this position and that is typically in or related to the work of this position. Specialized experience is interpreting and applying organizational policies and procedures to accurately record employee time and attendance, vacation, and sick time; ensuring accurate and timely pay for employees; using a computer to process payroll transactions and perform associated administrative duties. ~OR ~ EDUCATION: You may substitute education for specialized experience if you have successfully completed four (4) years of education (above high school) in any field for which high school graduation or the equivalent is the normal prerequisite. A copy of your transcript is required if you are using education to qualify. ~OR ~ COMBINATION: Must possess the equivalent combinations of successfully completed post-high school education and experience may also be used to meet total qualification requirements at the GS-5 level. NOTE: Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. A copy of your transcript is required if you are using education to qualify. You will be rated on the following Competencies as part of the assessment questionnaire for this position: ClericalCommunicationsComputer SkillsManages and Organizes Information IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements/ Working Conditions: Typing and recording functions of timekeeping duties are sedentary. Timekeeping functions include an extensive amount of walking to units within the Medical Center and the Nursing Service office. Works under stress to meet deadlines. The recording functions of timekeeping and general office are performed in an office removed from the Nursing Service Office where individual cubicles are provided. Contiguous access is provided to CRTs, calculators, typewriters, and office supplies. Timekeeping requirements involve some time on patient care unit where conditions may be crowded. There are no unusual risks in either setting.
