This position is located in Richmond, Virginia, within the Fiscal Service. The Lead Civilian Pay Technician's purpose is to process, review, and reconcile a full range of official payroll actions under various payroll systems and instructs users, timekeepers, and Supervisors in timekeeping procedures. The systems are classified as General Schedule, Wage Board, VCS Canteen, and Title 38 and each has unique and various entitlements of leave, basic pay and premium pay.

Duties

Major Duties Independently distributes and balances workload among employees in accordance with established work flow or job specialization to assure that each employee has enough work to keep busy. Keeps in touch with the status and progress of work, and makes day-to-day adjustments in accordance with established priorities, obtaining assistance from the supervisor on problems that may arise, such as backlogs which cannot be disposed of promptly. Estimates and reports on expected time of completion of work and maintains records of work accomplishments and time expended and prepares production reports as requested. Instructs employees in specific tasks and job techniques and makes available written instructions, reference materials, and supplies. Independently creates training programs and provides training to technicians, especially newly hired technicians. Ensures that standard operating practices are created for processes and ensures consistency in processing similar and routine transactions. Maintains current knowledge and answers questions of other employees on procedures, policies, directives, etc. and obtains needed information or decisions from supervisor on problems that come up. Resolves typical, informal complaints of employees and refers unusual issues to the Supervisor. Incumbent will be the first contact for technicians with issues arising from processes and/or unique and non-routine transactions. Serves as primary back-up for Civilian Pay Technicians during absences due to illness, vacations, and/or vacancies and is therefore considered a specialist in all functions of the Civilian Pay Technician duties. Operates under an automated payroll system in which data is coded and verified by the incumbent and submitted to the agency payroll processing center. Reviews personnel documents and coding actions entered by Human Resources relating to proposed personnel appointment change, pay adjustments, reassignments, awards, separation actions, extended leave without pay, or return to duty which affect the pay of employees for proper application of pay regulations and consistency. Processes a variety of complex pay cases within the full range of payroll functions. Reviews appropriate documents and codes the appropriate input into an integrated personnel and fiscal automated system to properly update employees' master record. Generates and reviews a variety of pay and leave reports from DCPS/DFAS, VISTA, HRSmart, and Rogers Software Development (RSD) to determine if the data/entries will create a rejection and/or corrective action is required. Contacts the Human Resource Assistant and/or Service Time and Leave Clerk and informs of required changes, resubmission(s) and/or corrections to resolve problem and prevent rejection(s). Makes complex pay adjustments which may involve transfers between pay systems differing in pay, leave, and benefit entitlements and which may be retroactive over an extended period of time. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. PREFERRED EXPERIENCE: Experience as a Military Pay Technician or Civilian Pay Technician. Must have Selective Placement Factor to be qualified for the position and MUST BE WELL DOCUMENTED AND IN DETAIL IN YOUR RESUME**** SELECTIVE PLACEMENT FACTOR: Do you have experience working with Defense Civilian Pay System (DCPS) and Defense Finance and Accounting System (DFAS) Remedy? You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: determining pay, experience using DCPS/DFAS, and Roger Software Development (RSD), evaluates and interprets conflicting system information; correct resolution to difficult and unique situations; Reviews personnel documents and coding actions entered by Human Resources; data entry into an accounting system to obtain/enter payroll, time and attendance information; maintaining payroll records and reference data in preparation of monthly and quarterly activity reports; typing and computer skills that demonstrates proficiency with multiple accounting programs; and providing guidance to employees and supervisors on pay issues; resolves complex pay and leave issues; response to verbal and written communications; reviews, analyzes, validates, and performs error resolution for time and attendance, audits timecards; leave, benefits, and pay entitlements; knowledgeable in pay and leave regulations, policies, entitlements, processes, procedures, time and attendance administration (T&A), and T&A systems. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The incumbent performs sedentary work while sitting comfortably. The work may require some physical effort such as standing, walking, bending, or carrying of light items. The level of stress can be high due to the need for a high degree of accuracy and demanding nature of employees with pay issues seeking resolution.
