This position is in the Department of Veterans Affairs (VA), Veterans Health Administration, and Mid-Atlantic Health Care Network (VISN 6) within the Fiscal Service at the Central Virginia VA Health Care System. The incumbent provides payroll support for employees stationed at Richmond VA Medical Center, Charlottesville Community Base Outpatient Center, three Fredericksburg Community Base Outpatient Centers, Emporia Community Base Outpatient Center, and Henrico Community Base Outpatient Center.

Duties

Major duties include, but are not limited to: Independently distributes and balances workload among employees in accordance with established workflow or job specialization to assure that each employee has enough work to keep busy. Keeps in touch with the status and progress of work, and makes day-to-day adjustments in accordance with established priorities, obtaining assistance from the supervisor on problems that may arise, such as backlogs which cannot be disposed of promptly. Estimates and reports on expected time of completion of work and maintains records of work accomplishments and time expended and prepares production reports as requested. Instructs employees in specific tasks and job techniques and makes available written instructions, reference materials, and supplies. Independently creates· training programs and provides training to new payroll technicians, especially newly hired technicians. Incumbent ensures that standard operating practices are created for processes and ensures consistency in processing similar and routine transactions. Reviews workflow processes for improvement and quality assurance. Maintains current knowledge on procedures, policies, directives, etc. to address employee inquires. Incumbent serves as the first point of contact for subordinate technicians to help resolve issues arising from processes and/or unique and non-routine transactions. Incumbent resolves typical, informal complaints of employees and refers unusual issues to the Management. Completes employee performance appraisals, provide feedback on employee's progress, and training needs of the employees, as well as taking appropriate personnel actions on behavior and performance problems. Provides information to the Management as requested concerning reassignments, recognition of outstanding performance, and personnel needs. Serves as primary back-up for any position under direct supervision during absences due to illness, vacations, and/or vacancies. Work Schedule: Monday-Friday 08:00am-4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/13/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-08. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-08 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: researching, analyzing, and applying conventional practices to resolve a variety of problems relating to payroll management transactions, resolves problems in conformance with established guidelines and procedures, analyzes and resolves a variety of conditions and issues relating to the organization's payroll system, adapt operating procedures as a result of frequent regulatory systems changes as well as transmitting information about those changes to other employees within the organization. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Performs sedentary work while sitting comfortably. The work may require some physical effort such as standing, walking, bending, or carrying of light items. The level of stress can be high due to the need for a high degree of accuracy and demanding nature of employees with pay issues seeking resolution.
