You will serve as a Equipment Specialist (Powerplant) in the Naval Air Technical Data and Engineering Service Command, Engineering Technical Services of NV AIR TECHNICAL DATA AND ENGRG SVC.
This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.
Duties
You will advise technicians on methods of resolving troubleshooting problems, repairing difficult system malfunctions, research and analysis, and resolving equipment problems with long term implications.
You will determine the need for formal training based on observations and written reports.
You will provide technical assistance by reviewing operation, maintenance, and installation procedures and other technical data.
You will prepare technical reports on topics as they present a hazard to personnel or equipment, safety of flight conditions, and evaluation of equipment and recommend specific solutions to all aspects of the problem.
You will review related technical publications and manuals for completeness and accuracy.
You will represent and advise representatives at various technical meetings, providing technical advice while investigating and analyzing accidents, incidents and system or equipment failure.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
- You will be required to sign a mobility agreement to accept relocation to other geographic locations if required by the employer.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
Qualifications
For GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing formal training to include classroom, on the job, and demonstration training for engine test facility and engine under test; 2) Developing formal training lectures/syllabus on Jet Engine Test Instrumentation (JETI), Shaft Engine Test Instrumentation (SETI), and Turbo Prop Test Instrumentation (TPTI) engine test cell configurations, related sub-systems/engines; 3) Providing field engineering technical advice and assistance to maintenance technicians on operation, maintenance and/or repair of JETI, SETI, and TPTI engine test cell configurations, related sub-systems/engines, and associated support equipment; 4) Performing a broad spectrum of liaison, advisory, coordination, and consultant duties concerning the readiness and capability of JETI, SETI, and TPTI engine test cell configurations and related sub-systems/engines, and associated support equipment.
For GS-09:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Documenting formal training lectures/syllabus on Jet Engine Test Instrumentation (JETI), Shaft Engine Test Instrumentation (SETI), and Turbo Prop Test Instrumentation (TPTI) engine test cell configurations, related sub-systems/engines;2) Providing recommendations and assistance to maintenance technicians on operation, maintenance and/or repair of JETI, SETI, and TPTI engine test cell configurations, related sub-systems/engines, and associated support equipment; 3) Observing engine performance runs conducted by perspective operators as part of the pass or fail practical examination.

In lieu of specialized experience, you may qualify based on the following education:
FOR GS-11:
Ph.D. or equivalent doctoral degree
or3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
FOR GS-09:
Master's or equivalent graduate degree
or2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related.
