This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The Program Executive Office, Ground Combat Systems (PEO GCS) is responsible for providing world-class affordable,relevant and sustainable ground combat vehicles to Joint War fighters
Duties
Utilizes the Enterprise Mission Assurance Support Service (eMASS) tool to follow the authorization process as defined by RMF.
Reviews system documentation to ensure that it is compliant with the appropriate authorization standards
Discuss problems and procedures with senior leaders, managers, specialists, higher headquarters, and outside organizations at all levels and
identifies IT improvements and ways to provide greater effectiveness
Serves as an advisor for systems engineering support regarding their operations and the need for a specific security or other protective
measures on combat systems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and
Technical Management - Foundational certification within 36 months as of entrance on duty.
- Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 10% of the time.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position requires Information Assurance Management (IAM) Level III certification or the incumbent must be able to obtain certification
within six (6) months of appointment in accordance with DoDD 8140.

Individual Occupational Requirements (IOR): Have IT-related experience that demonstrates each of the following four competencies:

Specialized Experience: In order to qualify based on experience your resume must describe, at least one year of specialized experience attheNH-02 (GS-11 equivalent) level in the Federal Service that includes: 1) Protecting all IT assets, systems, network, and data/information; 2)Overseeing Risk Management Framework (RMF) requirements across all classification domains to include (FOUO, TOP SECRET, SCI); 3) Advising on current and relevant cybersecurity approaches to reduce risks; 4) Identifying and resolve highly complex program issues; 5) Rendering advice,guidance and/ or instructions on both technical and administrative matters pertaining to a data and network system operational and security issues; and 6) Serving as source of expertise providing customer support for IT related issues.The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 or (GS-11) equivalent.
This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management - Foundational certification within 36 months as of entrance on duty. This is an AcqDemo Modified Term Appointment NTE 3 years. Position may be extended up to 5 years and an additional 1 year if approved. Position may be converted to permanent without further competition.
Employees hired under the modified term appointment may be eligible for conversion to career-conditional appointments or career appointments, if applicable. To be converted, the employee must meet all of the following: a) Have served two years of continuous service in the term positions; and b) Have been considered to have adequate contributions and a fully successful performance rating for two assessment cycles (including the current assessment cycle) immediately preceding conversion.
Service under a modified term appointment immediately prior to permanent appointment shall count toward the probationary period requirements described in 10 USC Section 1599e.
